• • PLANNING AND ZONING BOARD MEETING June 14, 1989 Other issues with the site plan include: 1. Signage - No sign location or type is shown. 2. Lighting - No detail of the light standard is given. No locations of standards. 3. Solid Waste Storage - Inside storage or dumpster location is not noted. 4. Color - Color is not shown on the plans. A larger issue concerns landscaping. The current plan shows the parking lot screened with one lilac bush for each parking space. This is not adequate. In addition, two islands should be placed in the parking lot at the end of the internal parking rows. These should be landscaped to break- up the "sea -of- asphalt" and to show their locations in winter. I also believe that additional specimen plantings should be made in the "front yard." Even moving the building and parking lot to within 125 feet of the right -of -way will leave the church with about an acre of grass. Something to break -up this flat area and call attention to the church would be desirable. One low maintenance option is the planting of pine trees adjacent to the driveway coming to the parking area. Even if the church is moved closer to the road these plantings would give a visual affect of depth (two parallel lines). Other specimen trees should be located in the area. I visited with the church's architect about these items and believe he will be able to address them at the board's meeting. Recommended Action: Motion to recommend to the city council approval of the site and building plan for Gethsemane Methodist Church, Application #89 -27, permitting construction of a church and parking lot on Lake in accordance with plans submitted to the city contingent upon the following plan amendments: 1. Location and design details for a low profile monument sign. No directory sign be permitted. 2. Location and detail of lighting standards. 3. Move of the church and parking lot 125 feet to the west. 4. Addition of two landscaped parking islands to the church parking lot. Each island to include one overstory tree.
