PLANNING AND ZONING BOARD MEETING June 14, 1989 5. Addition of the following specimen plantings to the front yard: 4 American Linden 2 1/2" dbh, 4 honey locust 2 1/2 dbh, 3 radiant crab 1 3/4" dbh. (One tree per 4000 square feet). 6. Addition of 34 Austrian Pine or Black Hills Spruce 5 foot b and b to be planted adjacent to the driveway (6 feet d.c.). 7. Continuation of the curb to and from the parking lot along the driveway to the street right -of -way. 8. Written indication of exterior wall and roof color. 9. Addition of 54 common purple lilacs along south and west borders of the parking lot (3 feet a.c.) Ron Stahlberg stated that a drainage plan going to the east will need to be included, and a permit from the Rice Creek Watershed District is needed along with a detention pond for the area. A culvert is needed under the driveway. A permit from MNDOT as to the size of the culvert is required. The board felt that the applicant has met all required codes, and doesn't feel that the board can require the building moved closer to the road. The applicant wants to have that space for further expansion of the church, and the board is adhering to the applicants wishes. MOTION: Mr. Chase moved to recommend to City Council approval of the Site and Building Plan Review for Gethsemane Methodist Church, Application #89 -27 contingent upon plan amendments as recorded in John Millers letter to the board with acception of #3. Approval is contingent upon Mr. Stahlberg's recommendations as listed below: 1. Drainage Plan and Permit from Rice Creek Watershed District. 2. The applicant make provisions for Sewer and Water. 3. Approval from MN DOT on culvert size for the driveway. Mr. King seconded the motion, and the motion was approved unanimously. REQUEST FROM JAMES A. DUPRE FOR A MINOR SUBDIVISION, APPLICATION #89 -25.
