PLANNING & ZONING MEETING <br />August 9, 1989 <br />at Lois Lane will be reviewed. The question of the proposed <br />transmission sign will be worked out between the applicant <br />and staff prior to the city councils review. "No parking" <br />signs must be installed by the August 28th council meeting. <br />Sally Kuether seconded the motion, and the motion was <br />approved unanimously. <br />SITE AND BUILDING PLAN REVIEW FOR MAIN STREET SHOPPES /JIM <br />WINKELS <br />Charles Prokop stated that MarCor promised building plans to <br />be available to the board at the time their packets were sent <br />out. This was not done. The board received the site and <br />building plans just before the meeting started. Mr. Prokop <br />stated that he doesn't feel it is appropriate for the board <br />to comment on the plans until they have had time to review <br />them. <br />Jim Winkels stated that he has been involved in 30 some <br />commercial developments. Most of those were redevelopment <br />projects such as the case of Ross's. They have increased the <br />size from the original plan. Ross's have purchased property <br />east of them for a larger plan. <br />Jim Winkels talked about a drainage problem between Ross's <br />and the bank. In development of Main Street Shoppes the <br />drainage will be used for Ross's and the banks benefit. <br />The proposed site will include Ross's Liquor Store, a hair <br />salon, a gas /convenient store, hardware store, and a couple <br />of restaurants. <br />Jeff Anderson, the architect working on the plan discussed <br />parking, the drainage problem, and expressed to the board his <br />concerns regarding landscaping and screening. <br />Each boardmember stated their feelings, and all were in <br />agreement that this will be an improvement to the city, and <br />the concept looked good. Alan Irwin was concerned about the <br />drainage. Alan stated that when the applicant gives the <br />board something complete, he will go over it with the city <br />code book, and see that it meets all city requirements, if it <br />does, then Alan gives his approval. <br />Sally Kuether was concerned about parking. If there are <br />restaurants in this area, she felt there should be more <br />parking than the site plan shows. The plans show 5/1000 <br />people, the minimum is 4/1000. <br />Al Robinson stated that the drainage in that area has been a <br />problem for years, and he is concerned about that. <br />Charles Prokop asked if this development is planned to be <br />included in the tax increment financing program by the city, <br />Page 8 <br />
