• <br />• <br />• <br />PLANNING & ZONING MEETING <br />August 9, 1989 <br />John Miller assured the board that this will be included in a <br />TIF plan. <br />The board discussed their feelings on "Special Meetings" <br />They feel this is an important project, and that the hoard <br />can justify holding a special meeting, although the board <br />would not like to make a practice of it. <br />Alan Irwin stated that holding special meetings would be <br />setting precedence, which applications do we hold special <br />meetings for and which ones don't we hold special meetings <br />for? John Miller suggested that the board set a policy <br />regarding what type of projects require special meetings. <br />A special Planning and Zoning meeting will be held once <br />MarCor has completed their site plan completed. Jim Winkels <br />will contact city hall when they are ready to meet with the <br />board and a meeting will be called. <br />At the September P &Z meeting the board will discuss <br />establishing a policy for setting one item meetings. <br />This will then go to council for their approval. <br />NEW BUSINESS <br />DISCUSSION OF WORK SESSION <br />During a work session held at 6:30 p.m. on August 9, 1989, <br />policy was discussed as to the subdivision of rural parcels. <br />Several ideas were brought up from claiming easements around <br />the perimeter of the land to asking the applicant to hire a <br />surveyor and platting out streets. <br />The board decided on a two part decision. First of all <br />regarding subdivision of rural land in areas where city <br />streets already exist on a city map as worked out by the City <br />Engineer, Ron Stahlberg. In those areas where the city <br />street map exists, easements would be granted to the city, so <br />that this property could be tied into these city streets. <br />The second part was that in areas of the city that have not <br />yet planned for city streets, in those areas when land is <br />subdivided, the city staff and city engineer would be called <br />in to recommend to land owners where the city streets would <br />probably be located, and easements would be granted based on <br />recommendations by the city engineer. <br />The proposed roads will be on the title, and will be legally <br />filed at the court house. <br />MOTION: Robert King moved to recommend to City Council that <br />approval be given on a planning policy for large parcel <br />subdivision as described above. Alan Irwin seconded the <br />motion, and the motion was approved unanimously. <br />Page 9 <br />
