That utility and drainage easements be given to the <br />public over the west twenty feet of the east 85 <br />feet of tract #1A, and over the west twenty feet of <br />the east 160 feet of tract 1A. <br />4. Kennel fences will be taken down at the time of the <br />signing of the purchase agreement. <br />5. That legal descriptions be amended to reflect the <br />above motion. <br />Robert King seconded the motion and the motion was approved <br />unanimously. <br />8:10 p.m. <br />REVIEW OF CONCEPT PLAN FOR RICE LAKE PLAZA RETAIL CENTER AT <br />THE INTERSECTION OF T.H. 49 AND LAKE DRIVE. <br />Neil Weber and Wellington Haight, architects for the <br />developer were present at the meeting. <br />M.C. Anderson is proposing to construct retail and office <br />space at the intersection of Lake Drive and T.H. 49. The <br />project would be approximately 75 to 80 per cent in Lino <br />Lakes with the remainder in Circle Pines. This excludes bank <br />and restaurant facilities which would also be located in Lino <br />Lakes. <br />Wellington Haight stated that stores within the retail center <br />will be restaurants (possibly Perkins, Pannekoeken Huis, <br />or Appleby's), office buildings, retail stores, a bank, <br />grocery store, and there is a possibility of either Target or <br />K -Mart building at this site. <br />Traffic counts have been run and at the corner of 49 and Lake <br />Drive, there is an average of 9,200 cars per day. Further <br />down Lake drive the traffic average is 11,000 cars a day. <br />A considerable amount of on site fill will be needed. A <br />ponding area is planned for the south end of the site. This <br />will be open water all year around with a built in aerater <br />pump installed. <br />Parking has not been discussed as of yet. But Wellington <br />Haight assured the board that the tenants will require the <br />developer to allow adequate parking. The parking area will <br />Page 4 <br />
