Rice Creek Watershed and the DNR <br />will take part in this issue. <br />Rezoning on the property was discussed. John Miller stated <br />that not all parcels are in a retail zoned area. <br />John Miller stated that two parcels in this area will be <br />part of Tax Increment Financing. The applicant has had some <br />contact with the Corp of Engineers, Rice Creek Watershed <br />District and they are waiting to see a more defined plan. <br />Ron Stahlberg stated that from experience he is aware of some <br />poor soils off Rice Lake Road and 2nd Avenue. <br />The developer needs to meet with Ron Stahlberg soon to go <br />over engineering issues. <br />MOTION: Mr. King moved to recommend to the City Council <br />approval of the Concept Plan for Rice Lake Plaza contingent <br />upon Mr. Miller's recommendations as follows: <br />1. Department of Natural Resources and Rice Creek <br />Watershed District review and approval of ponding <br />and drainage issues. <br />2. Supplying required information to the city's fiscal <br />consultant and tax increment attorney for <br />preparation of a tax increment finance plan. <br />3. Preparation of preliminary and final plats and site <br />and building plans for the development. <br />4. Guaranteeing first phase of any development be <br />located in Lino Lakes. <br />5. Supplying other information as required by city <br />staff. <br />The approval of the concept plan isn't guaranteeing rezoning <br />of any parcels. <br />The 2nd Avenue relocation be taken care of along with the 100 <br />year flood plain problems be looked at by the City Engineer. <br />
