PLANNING AND ZONING BOARD APRIL 13, 1988 <br />Ordinance 14 -84 be amended to allow construction of one <br />accessory building with the same maximum size as the three <br />accessory buildings currently permitted in the "R" Rural <br />district. This would allow him to build a structure with <br />2700 square feet. <br />Averbeck arrived at the meeting at 7:16 p.m. <br />Hedlund was advised the board was studying the accessory <br />building issue for all residential districts. The issue <br />would appear on the May 11, 1988 Planning and Zoning Board <br />agenda. <br />COMPREHENSIVE DRAINAGE PLAN: City Engineer - Ron Stahlberg <br />reviewed the proposed drainage plan for the area near <br />Sunrise Meadows and Second Avenue (City Council Resolution <br />21 -88). Stahlberg emphasized the desirability of water <br />storage in existing natural wetlands not in small man -made <br />ponds. He stated this drainage method would be acceptable <br />to the Rice Creek Watershed District and would be reflected <br />in future plats submitted in the area. <br />TWILIGHT ACRES III: City Engineer - Ron Stahlberg reviewed <br />this information -only item. He stated Rice Creek Watershed <br />District had reviewed this revised preliminary plat Its <br />board will permit four homesites in the plat. Other lots <br />will be permitted after Lino Lakes has a comprehensive <br />drainage plan in effect for the area. At completion of the <br />plat 14 lots will be available as homesites. <br />Prokop was interested that they could be useful as wildlife <br />habitat. Averback advocated the use of prairie grasses. <br />Chairman Cody suggested the Park Board study this issue. <br />REQUEST FROM WILLIAM AND PHYLLIS HOULE TO REZONE LAND NEAR <br />8301 24TH AVENUE FROM RURAL TO GENERAL BUSINESS: <br />William Houle appeared on his own behalf to request the <br />rezoning of approximately 250 acres of land located east of <br />I -35E in the northeast part of the city. He stated the land <br />is flat and not conducive to residential development. The <br />local economy is good and Lino Lakes should grow. Other <br />land on I -35E is developing and growth is coming from the <br />north. <br />Chairman Cody asked if there was 1) an error in the orginal <br />zoning, 2) a change in the comprehensive plan, or 3) a <br />PAGE 2 <br />
