• <br />• <br />PLANNING AND ZONING MINUTES JULY 13, 1988 <br />Commercial Rezoning - The land adjacent to Rice Lake <br />currently zoned R3 would be rezoned to General Business. <br />The area adjacent to Marshan Lake off of Lake Drive should <br />be rezoned from L1 to General Business. The area north of <br />Marshan Lake which is currently zoned Light Industrial <br />should be rezoned General Business and finally the area <br />north of 35W which is currently zoned R1 should be rezoned <br />to General Business. Averbeck seconded the motion. <br />Editorial Change: Prokop said the land proposed to be <br />rezoned to industrial in and around the interchange of Cty. <br />14 and I35E is an intermediate rezoning. The property <br />owners, the City Planner, Economic Development Committee <br />Council and all other City bodies should work together to <br />develop the feasible plan for development of that property. <br />The motion carried 5 to 1 with Nelson voting no. Nelson <br />voted no because of the proximity of the school property on <br />Elm Street to residential property. <br />MOTION: Prokop recommended amending the Comprehensive Plan <br />as it pertains to the Houle property outlined in brown (on <br />map) in the northeast quadrant. That particular area would <br />be designated as industrial rather than rural. Averbeck <br />seconded the motion and the motion was carried. <br />SITE PLAN REVIEW AND CONDITIONAL USE PERMIT FOR ORFEI <br />CONTRACTING, INC. APPLICATIONS 88 -13, 88 -14. <br />Orfei Contracting recently purchased approximately five <br />acres of land from Paul Miller. Final action on approving <br />the minor subdivision that is creating the parcel will be <br />taken before the City Council on July 25. The major issue <br />here is an easement for the extension of Phelps Road. <br />Presently the applicant is asking site plan approval to <br />construct a 32 X 40 foot office building and a 40 X 60 foot <br />shop. The attached building elevations show that both <br />structures will use architecturally improved concrete block <br />for their exteriors. The plans show that the blocks will be <br />left their natural color. <br />There will be some outside storage of construction equipment <br />in conjuncion with the development. There is presently <br />outside storage on the site, the equipment being owned by <br />Acton Construction. The site plan shows the addition of a <br />berm four feet high with Scotch Pine and Black Hills Spruce. <br />The plan shows two rows of the conifers twenty feet on <br />
