PLANNING AND ZONING BOARD September 14, 1988 <br />4. Construction of a two car garage <br />5. Updating of all plumbing, heating, and electrical <br />systems to meet current code <br />6. Location of dwelling on the lot so that future <br />resubdivision is possible <br />The board members were concerned about the site and the high <br />water table found in the lot. The applicant stated she <br />intended to place a full basement under the structure. Mr. <br />Joyer stated that would require the basement floor to be <br />constructed near the surface and the hauling of fill . <br />material to cover the basement walls. He stated this would <br />be extremely costly. Board member Averback was concerned <br />with a guarantee that the work would be completed having <br />seen other move -in dwellings where site improvements were <br />not completed. The city engineer recommended a 3:1 or 4:1 <br />slope. <br />During the discussion of the guarantees the applicant began <br />leaving. Chairperson Cody asked if she was withdrawing her <br />application. She stated she was. <br />No further action was taken by the board. <br />DISCUSSION OF CITIZEN SURVEY AND IMPLEMENTATION OF <br />RECOMMENDATIONS: <br />The city planner explained that the consultant who completed <br />the citizen survey presented his findings to the city's <br />different boards and commissions on August 2nd. As a result <br />of the discussion that followed the consultant's <br />presentation, there was a request by Mayor Benson that the <br />boards and commissions place an item on their agendas' <br />allowing discussion of the survey. The Mayor asked that <br />recommendations be considered that would implement the <br />findings of the survey. <br />The members discussed the survey at length. However, no <br />recommendations for changing procedures or city requirements <br />were made. <br />CONSIDERATION OF CONCEPT PLAN FOR WOODRIDGE ESTATES II. <br />The city planner presented the concept plan submitted by <br />Carlson, Dropps Associates for Woodridge II, a single- family <br />residential development located in Section 31.
