1 <br />1 <br />101 <br />Planning and Zoning Board <br />March 13, 1985 <br />Page Three <br />JOE SPETZMAN - SITE AND BUILDING PLAN REVIEW <br />In discussing this site and building plan, the Board asked whether <br />there were any concerns voiced at the hearing held by Council for <br />Mr. Spetzman's rezone request. To address some of the concern <br />shown, the Board felt that an immediate buffer between Mr. Spetzman's <br />light industrial property and the residential property adjacent be <br />required. Mr. Spetzman said that he has planted approximately <br />2,500 seedlings three years ago which would in a couple years pro- <br />vide a more than adequate screen. The Board felt that 'a fence <br />would need to be put up in the interim as a buffer. Discussion <br />followed with regard to other specifics which are addressed in the <br />following motion. <br />Mr. Doocy moved to recommend to Council approval of the site and <br />building plan review of Joe Spetzman with the following stipulations: <br />1) A six foot high, 165 foot long fence be constructed along the <br />west side of the property, which could be removed when the trees <br />provide a 50% screen; 2) There be no exterior storage; 3) There be <br />no exterior lighting; 4) There be no parking outside the building; <br />5) There be no signage. The motion was seconded by Mrs. Klaus. <br />Motion carried unanimously. <br />FRANK & KATHY SAMPAIR - CONDITIONAL USE PERMIT - COMMERCIAL STABLE <br />Kathy Sampair presented her request for a conditional use permit <br />to operate a commercial horse stable and explained the planned <br />activities of such a stable. In response to questions by the <br />Board, she explained that solid waste would be removed and used <br />as fertilizer and that there would be no signage and that the <br />sale of equipment as listed in her application would include only <br />the sale of halters,lead ropes and other tack as needed and would <br />not be a retail type sales situation. <br />Mrs. Klaus moved to recommend to Council approval of the condi- <br />tional use permit requested by Frank and Kathy Sampair, 405 W. <br />Ash St., New Brighton, MN, dated 2/25/85 for a commercial horse <br />stable to include the activities of riding lessons, training, <br />boarding, breeding, sales of horses and tack; provided that the <br />drive and parking area be covered with a substantial rock -type <br />paving. Mr. Prokop seconded the motion and suggested an amendment <br />calling for the drive be a hard surface blacktop or concrete as <br />recommended by the City Planner. Mrs. Klaus accepted the amend- <br />ment. On the vote, the motion carried unanimously. <br />The Board complimented the Sampair's on their presentation and <br />said they appreciated getting a complete, well organized package <br />such as this. Kathy Sampair said the credit should be given to <br />the Building Official who led the Sampair's through the unfamiliar <br />procedure. <br />
