102 <br />Planning and Zoning <br />March 13, 1985 <br />Page Four <br />FRANK & KATHY SAMPAIR - HOUSE MOVE IN <br />Mr. Kluegel reported that the Sampair's wish to move in a rambler <br />of 1144 square feet with an attached two -car garage which he has <br />checked over and appears to be in excellent condition. Some dis- <br />cussion followed, resulting in the following motion. <br />Mr. Prokop moved to recommend to Council approval of the house <br />move -in request by the Sampair's in their 3/5/85 application <br />provided that the Sampair's provide an acceptable landscape <br />plan before moving the house. The Building Official would then <br />be responsible to approve the landscape plan before issuing the <br />permit. Mr. Doocy seconded the motion. Motion carried unanimously. <br />At this time the Board recessed for five minutes. <br />ED VAUGHN - SKETCH PLAN - FEASIBILITY <br />Mr. Ed Vaughn presented a sketch plan for a proposed extension <br />of sewer to be added to the Blackduck area and the building of <br />residences on 3/4 to 1 acre lots. The Board explained that Mr. <br />Vaughn should take care of the necessary red tape with Metro <br />Council, Metro Waste Commission, Department of Natural Resources, <br />Army Corps of Engineers, Rice Creek Watershed District, etc. <br />before appearing before the Planning and Zoning Board. They <br />explained that this is a long process that Mr. Vaughn is em- <br />barking upon and that when the P & Z Board considers a preliminary <br />plat, they would have to change the City's Comprehensive Plan, <br />rezone the property, etc. which would also take some time. <br />SIGN ORDINANCE - AMENDMENT <br />It'has come to the attention of the Board that the City's sign <br />ordinance does not comply with the State Statute with regard to <br />advertising signs in rural areas. The State does not allow this. <br />Mr. Kluegel also suggested that Section IV. "General Regulations" <br />Paragraph V of the Sign Ordinance be changed to read: " . . . <br />Portable signs are allowed for one thirty -day period per year per <br />address." <br />The Board requested that Mr. Kluegel and Mr. Zack Johnson rewrite <br />the sign ordinance and have the City Attorney review it also for <br />language, making sure that the changes noted above are made. Mr. <br />Kluegel should then bring the proposed rewritten ordinance to the <br />Board for final approval. <br />COMPREHENSIVE PLAN <br />The Board explained to Mr. Zack Johnson that the Comprehensive Plan <br />for the City has been revised when Mr. Short was City Planner and <br />
