1 <br />151 <br />PLANNING AND ZONING BOARD <br />December 11, 1985 <br />Page Two <br />Approval was granted to Jerry's Garden Shop for their <br />site and building plan (this item was discussed at the <br />11/13/85 P & Z meeting). <br />Mr. McLean noted that the Council's approval of the Spetzman <br />request has set a precedent as to number of principal uses on <br />one property. Mr. Kluegel said that Mr. Johnson has distributed <br />a memo dated 12/11/85 which makes recommendations with regard <br />to number of principle structures per lot. Discussion of this <br />issue appears later within these minutes. <br />UNDERGROUND ROAD POLICY <br />This issue has been back and forth from the City Engineer to the <br />P & Z Board several times during the last few months. City <br />Engineer, Mr. Toddie's latest memo dated 12/4/85 with regard to <br />installation of underground utilities under roadbeds was included <br />in the P & Z packets as requested by the P & Z Board. <br />The Board felt that the Engineer's recommendation regarding the <br />requirement of a surety bond should have been stiffer. The Board <br />felt that the words "corporate undertaking" should be stricken <br />from item 2, second paragraph on Mr. Toddie's 12/4/85 memo. Also <br />the Board felt that in instances where installation of utilities <br />will require road cuts, that the engineers always require a bond, <br />which would make it necessary for the language to be revised, i.e., <br />"may" changed to "will ", "in those instances where" removed. Mr. <br />Kluegel was asked to direct the engineer to make these changes <br />and forward to the Council, in the form of a policy. <br />PRINCIPAL USES PER LOT <br />Upon request by the P & Z Board, Mr. Johnson and his associate, <br />Mr. Wuornos submitted a memo dated 12/11/85 of their recommendations <br />regarding the number of principal uses to be allowed per lot. <br />The memo suggests refining the ordinance to base use per lot on <br />"performance standards" such as lot coverage ratio, density, setbacks, <br />parking, etc. The Board concurred with these recommendations. <br />Mrs. Klaus also suggested that a catch all statement such as <br />"prohibited if not specifically permitted" be incorporated into <br />the ordinance to cover any situations which are not specifically <br />addressed. Mr. Johnson will return with proposals for these <br />ordinance amendments. <br />PAUL WOLTERS /A -WELL DRILLING <br />Mr. Wolters appeared before the Board to request an amended <br />conditional use permit. Mr. Wolters originally was granted a <br />conditional use permit for which records indicate a second <br />business was intended. Until recently, that second business <br />was GO Auto. C & D Auto, in the business of removing, replacing, <br />and rebuilding passenger car motors, is interested in leasing one <br />of Mr. Wolters' buildings in which to operate. Mr. Kluegel <br />
