1 <br />• <br />PLANNING & ZONING BOARD <br />April 8, 1987 <br />Page Two <br />- Ordinance No. 04 -87 "Design Requirements for Off- Street Parking" <br />was returned to the P & Z Board for further review and approval. <br />- Ordinance No. 05 -87 "Durable and Dustless Surface Definition" <br />was tabled until Ordinance 04 -87 is approved. <br />Ordinance 06 -87 "Semi- Parking in Residential Areas ". Councilman <br />Bisel and Mr. Kluegel will be rewriting this ordinance. <br />- Council gave the first reading to Ordinance No. 07 -87 "Accessory <br />Buildings" at their 3/23/87 meeting. <br />- Council gave the first reading to Ordinance No. 08 -87 "Earth - <br />Sheltered Homes" at their 3/23/87 meeting. <br />Mr. Schumacher also noted that with regard to the Accessory Building <br />Ordinance (No. 07 -87) their will be a meeting on 4/21/87 at 7:30 A.M. <br />to discuss this issue. <br />ROAD VACATION - Larry Brokke <br />Mrs. Barb Brokke appeared before the Board as a prospective buyer of <br />a parcel of property east of 35E presently owned by Al Augustine. <br />The Brokkes would like to build a home on the property and feel that <br />the best building site is where the future road easement lies. <br />The Board reviewed the situation recalling that this road easement <br />was proposed and accepted about a year ago when the P & Z Board and <br />Council approved a subdivision of the property. At that time they <br />accepted this alignment for a future road. In reviewing the site <br />on which the Brokkes wish to build, it was determined that there <br />would be insufficient frontage on which to build a home. This problem <br />was explained to Mrs. Brokke and alternatives were suggested. <br />MOTION: Mr. McLean moved to table application No. 87 -10 by Al <br />Augustine /B. J. Brokke pending resubmission after review of lot size <br />requirements with the Building Official. Mr. Prokop seconded the <br />motion which carried unanimously. <br />Mr. Stahlberg noted that in his opinion, from an engineering standpoint, <br />a realignment of the proposed road may be in the best interest of the <br />City due to the fact that the present alignment runs through a low <br />area which would create construction j,noblems in building the road. <br />He recommended that the P & Z Board take this opportunity to change <br />thealignment of the proposed road. Mr. Cody stated that even if the <br />applicant does not return requesting a realignment, the alignment issue <br />should be addressed - initiated by the P & Z Board. <br />MINOR SUBDIVISION - Glenn Rehbein <br />Mr. Knutson represented Glenn Rehbein in this request for a minor <br />subdivision which would divide a portion of an existing lot and <br />• combine it with the neighboring existing lot. The parcels in question <br />are located in the Shenandoah addition located south of Birch Street <br />and east of Ware Road. Mr. Kluegel and Mr. Knutson explained that <br />the reason for this request is that a drainage swale exists on the <br />lot to be divided. This swale would then become the boundary between <br />the two lots. <br />
