• <br />• <br />PLANNING & ZONING BOARD <br />May 13, 1987 <br />Page Two <br />MOTION: Mrs. Averbeck moved to recommend to Council approval of <br />the amendment to the site and building plan by Custom Manufacturing <br />(Lloyd McKinney), application #87 -4, to allow the additional area <br />for the proposed building as presented in the application. All <br />stipulations recommended by this Board in the initial review of <br />the site and building plan will remain, expanded only as necessary <br />to accommodate the larger building. Motion seconded by Mr. Joyer <br />and carried unanimously. <br />JOSEPH HILL - VARIANCE TO GARAGE SIZE <br />Mr. Hill and Mr. Kluegel explained that Mr. Hill wishes to build <br />a garage larger than allowed within the ordinance. He is request- <br />ing a 780 square foot, 16 foot high garage while the ordinance <br />allows 760 square foot, 14 foot high garage on his size lot. Mr. <br />Hill said that the reason for the request is to protect his auto- <br />mobiles and camper from vandalism. He stated that with Sunrise <br />Park across the street from his home, he suffers from vandals <br />attracted to the park. <br />Members of the Board explained to Mr. Hill the six findings of <br />fact required to prove the applicant's need for a variance, and <br />that these six findings of fact cannot be met in this instance. <br />MOTION: Mrs. Nelson moved to recommend to Council denial of a <br />variance to build an oversized garage as requested by Mr. Hill, <br />6933 Sunrise Ave., application 87 -15 because the P & Z Board is <br />unable to meet the findings of fact required in Section 5, Subd. <br />7 (1 - 6) of the City Code. Mr. Prokop seconded the motion which <br />carried unanimously. <br />Mr. Hill said that he could give instances of several oversize <br />garages and that he felt the Board was discriminating against him. <br />He also said he wanted to know how his lot, which is supposed to <br />be one acre, is less than one acre. Mr. Cody suggested that if <br />Mr. Hill could not find answers from the City staff, he could <br />appear before the next P & Z meeting under open mike to discuss <br />this matter. <br />STATE OF MINNESOTA - LINO LAKES CORRECTIONAL FACILITY - SITE AND <br />BUILDING PLAN <br />Mr. Fritzke, Director of Anoka County Corrections Department <br />appeared before the Board explaining that the correctional facility <br />currently can house 44 individuals (mostly traffic offenders) for <br />their work program. Because of a backlog, the facility must pro- <br />vide housing for more individuals; these individuals are not <br />considered a security risk to the community. Therefore, the <br />correctional facility is requesting approval to put up a temporary <br />modular facility for 18 additional beds. The length of time neces- <br />ary is unknown at this time. <br />
