• <br />• <br />• <br />PLANNING & ZONING BOARD <br />May 13, 1987 <br />Page Three <br />MOTION: Mr. Prokop moved to recommend to Council approval of a <br />site and building plan allowing Anoka County Corrections Department <br />(Application #87 -16) to construct, for an unknown length of time, <br />a temporary, modular facility to house 18 beds for individuals on <br />the work program. The proposed building appears to meet zoning <br />ordinance Section 6, Subd. 18 (6)(C) wherein the language "municipal <br />government" is understood to include the County. It is understood <br />that the Anoka County Corrections Department will oversee this <br />building project. Mrs. Averbeck seconded the motion which carried <br />unanimously. <br />HANSON BLOCK - REZONE, CONDITIONAL USE PERMIT, SITE AND BUILDING PLAN <br />Mr. Obernolte, consultant to Lonn Hanson, Hanson Block gave an in- <br />depth presentation as to how the proposed site location was deter- <br />mined, advantages /disadvantages of the project, etc. Mr. Cody <br />complimented Mr. Obernolte on a comprehensive, informative present- <br />ation. The Board then went through the Planner's and Engineer's <br />opinion letters point by point and found that certain aspects of <br />the plans had not been incorporated into the application. Lengthy <br />discussion took place after which Mr. Cody explained that he has <br />been directed by the City Council to provide only complete packages <br />when P & Z recommendations are forwarded to Council. Mr. Joyer <br />felt that this applicant had provided alot of information and <br />should not be delayed. <br />MOTION: Mr. Prokop moved to table consideration of the applica- <br />tions by Lonn Hanson (rezone #87 -12, C.U.P. #87 -13, site & build- <br />ing plan #87 -14) until all the points of the engineer's letter <br />of 5/7/87 and the planner's letter of 5/4/87 are incorporated <br />into the applications, specifically the following: <br />landscape /screen on the outer perimeters include a minimum <br />of an inner row of larger trees (5' - 6') and an outer row <br />of smaller trees (3' - 4'), <br />drainage plan accepted by engineer and RCWD <br />building constructed with block other than smooth face <br />green areas by building and parking include shrubbery, etc. <br />outside storage no more than 12' high <br />berm 40' around perimeter <br />lighting plan detailed <br />procedure for removal of broken block <br />All of these items have been discussed this evening, and the appli- <br />cant has been given some guidance on each of these requirements. <br />Mrs. Averbeck seconded the motion which carried with Mr. Joyer <br />voting no. <br />
