4 <br />PLANNING & ZONING <br />June 10, 1987 <br />Page Two <br />JOE HILL - VARIANCE TO GARAGE HEIGHT <br />Mr. Hill stated that he appeared before the City Council regarding <br />his variance request and then redesigned his garage so that he did <br />not need a variance for the square footage of the garage. He does <br />still need to build the height over what is allowed by ordinance. <br />During the conversation, Mr. Hill stated that he felt he could <br />build the floor of the garage down below ground level which would <br />provide the height he needs; in which case there would be no need <br />for a variance. Mr. Hill was directed to discuss these plans with <br />the building official in order to meet other building codes. <br />KEVIN KROELLS - HOUSE MOVE -IN <br />Mr. Kroells appeared before the Board stating that he wishes to <br />move the home which is presently located at the northeast corner <br />of 35W and Lexington Avenue into Lino Lakes. The City of Blaine <br />granted a variance for the home to be built at its present location <br />provided the home be used only as a model. The parcel on which <br />the home is presently located will then be used as commercial <br />property. Mr. Kluegel stated that he has inspected the house <br />and approves the house condition for moving. <br />MOTION: Mr. McLean moved to recommend to Council approval of a <br />house move -in permit for Kevin Kroells, 1494 Selby Ave., St. Paul, <br />MN to move a house presently located at 35W and Lexington Ave. to <br />7839 Lois Lane, Lino Lakes based on the information provided in <br />the application. Mrs. Averbeck seconded the motion which carried <br />with Mr. Cody abstaining. <br />OPEN MIKE <br />Residential Home /Non- Conforming Use - Steve and Karen O'Connor <br />appeared before the Board asking if the City could rezone their <br />property. They explained that the strip along Lake Drive on <br />which their home is located is zoned commercial and they have <br />learned that they or a prospective buyer would be unable to ac- <br />quire a mortgage for the home because it is a non - conforming use. <br />Several people in the audience said that they also live in this <br />area and have experienced the same problem. Mr. O'Connor stated <br />that a petition has gone to the City Council. Mr. Cody explained <br />the procedure for a rezone and told the O'Connors that they should <br />have the concerned homeowners submit a petition stating what <br />action they desire and contact Mr. Kluegel to be placed on the <br />P & Z agenda. <br />HANSON BLOCK - SITE AND BUILDING PLAN /REZONE /CONDITIONAL USE PERMIT <br />Mr. Lonn Hanson and Mr. Donald Obernolte appeared before the Board <br />representing Hanson Block. This site and building plan was tabled <br />at the May, 1987 meeting and further information was requested. <br />The Board reviewed the City Planner's 6/3/87 memo on this subject <br />point by point. After several alternatives were proposed, the <br />Board felt that the only point on which the Board and the applicant <br />
