Mr. Schilling said that if the City of Lino Lakes <br />wants an industrial park and wants Mr. Schilling's cooperation on <br />the industrial park they would have to work with this applicant <br />on the tree issue or there may not be an industrial park at all. <br />He stated his opinion that the continuation of the industrial park <br />and the utilities to the area hinge on this project. <br />The Board went on to discuss the rezone and conditional use permit. <br />MOTION: Ms. Nelson moved to recommend to Council approval of a <br />rezone from Light Industrial to General Industrial as requested <br />in application #87 -12, by property owner James Schilling and <br />applicant Lonn Hanson (Hanson Block). This rezone would apply <br />to Lots 11, 12, 13, 14, 15, 16 and 17 of Lino Industrial Park and <br />is based on the findings of the City Planner in his 6/3/87 memo <br />on this subject: 1) The land is near a second concrete manu- <br />facturing plant, 2) The land is near a second general industrial <br />zone, 3) The land is away from any single family residential dis- <br />trict, 4) Excellent highway access. No need to traverse residential <br />neighborhoods, 5) Rezoning would allow for development of long <br />vacant land) 6) Rezoning would not be contrary to recommendations <br />of the comprehensive plan amendment. Mr. Joyer seconded the motion <br />which carried with Mr. Cody abstaining. <br />MOTION: Mr. McLean moved to recommend to Council approval of a <br />conditional use permit as requested in application #87 -13, by <br />property owner James Schilling and applicant Lonn Hanson (Hanson <br />Block), to operate a concrete block factory at the location de- <br />scribed within the application. The basis for this approval would <br />be that the standards required in Section 5, Subd. 5 (2)(A - I) <br />appear to have been met, and the City Planner, in his 6/3/87 memo <br />on this subject recommends the C.U.P. with the following conditions: <br />1) The plant facility, storage area, and landscaping and all other <br />physical aspects of the operation are to be constructed as shown <br />on the site plan as submitted to the City of Lino Lakes and as <br />amended by the City, 2) Outside storage of finished products <br />should not be more than 12 feet high, 3) An agreement to construct <br />necessary infrastructure (streets and utilities) items is reached <br />with the City of Lino Lakes, 4) Completion of the garage by 12/31/89, <br />5) Continued removal of broken blocks with no on -site storage of <br />this material, 6) Approval of the site plan by the RCWD and approval <br />of an access permit by the MNDOT, 7) Other conditions as may be <br />requested by the City Engineer (see TKDA's 6/5/87 memo on this <br />subject) or the Building Official, 8) Review of operations after <br />one year and annually thereafter. Mrs. Averbeck seconded the <br />motion which carried with Mr. Cody abstaining. <br />
