PLANNING & ZONING BOARD <br />June 10, 1987 <br />Page Four <br />MOTION: Mrs. Averbeck moved to recommend to Council approval <br />of the site and building plan, application #87 -14 by property <br />owner James Schilling and applicant Lonn Hanson (Hanson Block), <br />as outlined in the application with the addition of the follow- <br />ing modifications: 1) Trees on the berm are to be balled and <br />burlapped spruce planted in two rows 8 feet apart. The trees <br />are to be planted 8 feet on center. The inside row is to be <br />5 feet to six feet high when planted and the outside row is to <br />be 3 feet to 4 feet high when planted, 2) Grassed areas near <br />and adjacent to the building including the area over the temporary <br />drainfield are to be sodded? 3) Additional Hubbel lights are to <br />be placed north of the northeast corner of the building to <br />illuminate the drive -over hopper, and near the west side of the <br />building to illuminate the parking lot. The west and south sides <br />of the building are to be illuminated with flood lights arranged <br />so that no glare is apparent; power lines to be underground rather <br />than above ground. This recommendation is made on the basis that <br />the application appears to meet the requirements of Section 5, <br />Subd. 4 of the Zoning Ordinance. Mr. McLean seconded the motion <br />which carried with Mr. Joyer voting no and Mr. Cody abstaining. <br />Mr. Cody thanked Mr. Hanson and Mr. Obernolte for their professional <br />presentation. <br />ZONING AMENDMENTS -- <br />(Durable /Dustless Surface, Off- Street Parking, Semi - Trailer Parking) <br />The Board discussed the zoning amendments before them. Some <br />additions and corrections were suggested. The Board directed <br />Mr. Miller to revise the zoning amendments proposed for "Durable <br />and Dustless Surface Definition ", "Design Requirements for Off - <br />Street Parking ", "Requirements for Motor Vehicle Parking in <br />Residential Areas" (particularly parking of semi - trailers); and <br />gave direction as to what specifics they wanted addressed. <br />(Amendment to PSP District) <br />MOTION: Ms :. Nelson moved to recommend to Council approval of <br />amendment to the zoning ordinance which has been proposed as a <br />"housekeeping" change allowing county and state facilities to be <br />permitted uses in the PSP district.
