Mr. Joyer brought an aerial photo of the <br />site, and explained the general development is planned to be <br />phased in over 20 years and would include additional <br />greenhouse space, board & breakfast, tailor shop and <br />possibly other retail shops. Mr. foyer said he also wants <br />to move the vegetable stand from the highway. <br />Mr. McLean asked about the driveway going in and the parking <br />area. Mr. Joyer explained he wants a farm nature setting <br />and non -paved road. They want a farm setting atmosphere. <br />Mr. McLean asked if there was a plan to open the rest of the <br />property. Mr. Joyer said his dream is to hold the land for <br />70 years and the reality is to keep the property in the <br />family. <br />Chairman Cody asked the Staff Planner for his comments. Mr. <br />Miller responded by saying City Code required paved <br />driveways and parking lots in the general business district. <br />He also stated that barrels were not acceptable for <br />landscaping. The foundation plantings recommended in the <br />staff report would 1) Protect the building from cars and <br />trucks parking. 2) Provide porous surface material <br />reducing run off from building. 3) It would improve the <br />appearance of the building. Mr. Miller also noted that open <br />sales lots and greenhouses were permitted uses in the GB <br />zone. The building met all set -back requirements. <br />Mr. Prokop commented that because it is a GB zone the <br />driveway and parking area should be blacktoped. <br />MOTION: Mr. McLean moved to recommend to City Council <br />approval of the site and building plan submitted by Jeff <br />Joyer and Dan Waldoch for property at 8174 Lake Drive. The <br />structure and other site improvements are to be as shown on <br />plans submitted to the City of Lino Lakes in October of 1987 <br />with the addition of: <br />1) Foundation plantings and edger on the north <br />side of the greenhouse, and <br />2) driveway and parking lot areas surfaced with <br />bituminous covering. <br />Mr. Prokop seconded the motion and motion was carried <br />unanimously. <br />MINOR SUBDIVISION - Mike Bailey: Application 87 -25. Mr. <br />Miller was unaware of Board procedure of having applicants <br />present. Mr. Prokop moved to take action to go ahead on <br />Bailey's subdivision. Ms. Nelson seconded the motion and <br />the motion was carried unanimously. <br />The applicant has determined that through a surveyor's error <br />or title error he and his neighbor to the west, each hold <br />
