• <br />• <br />PLANNING & ZONING BOARD <br />Page 3 October 8, 1986 <br />MOTION: Mr. Cody moved to recommend to Council approval of <br />the application #86 -29 from Ed Vaughn, dated 9/24/86 for a <br />minor subdivision because it appears to comply with the <br />transportation plan, park plan and housing plan for the City <br />and meet the zoning ordinance requirements. Mrs. Klaus <br />seconded the motion which carried unanimously. <br />Mr. Kluegel is to inform the applicant that the Park Board <br />will need to review the application and that final approval <br />will have to come from the City Council. <br />SCHWAN'S - MINOR SUBDIVISION & SITE AND BUILDING PLAN <br />The Board reviewed the request for a minor subdivision. <br />There was concern with regard to access to the proposed <br />"Parcel B" in case of future sale of the property. The <br />Board recommended that the applicant make arrangements by <br />way of easements, etc. to protect future owner's access to <br />the property. <br />MOTION: Mr. Cody moved to recommend to Council approval of <br />the minor subdivision of Schwan's Sales ( #86 -29), dated <br />9/24/86, located in the GB zone to be used as a wholesale <br />distributor and warehousing business because it appears to <br />be consistent with the land use plan, transportation plan <br />and sewer plan of the City and also appears to meet the <br />zoning ordinance with regard to lot size and lot width. <br />Mrs. Klaus seconded the motion which carried unanimously. <br />The applicant handed out a revised site and building plan to <br />the Board. In reviewing the plan, several questions arose <br />as a result of confusion in interpreting the plan. The <br />Board felt that the plan submitted was difficult to read and <br />understand and the Board requested that a new submittal be <br />made which could be more clearly understood. <br />MOTION: Mr. Cody moved to table consideration of the <br />request by Schwan's Sales ( #86 -31) dated 9/24/86 for a site <br />and building plan on the basis that the applicant provide <br />the following: 1) a site plan for location of the proposed <br />buildings including landscape design to be done by a <br />landscape professional; 2) the questions regarding septic <br />system raised by the TKDA 10/2/86 memo be addressed; 3) the <br />questions regarding green area, parking space dimensions, <br />driveway width, screening, lighting, curbing, loading area, <br />drainage, etc. raised by R. L. Wuornos & Associates on thier <br />10/2/86 memo be addressed; 4) a traffic flow pattern and <br />indication that the narrow 32 foot strip of Parcel B be <br />blocked as to not allow an access in that area. Mr. Prokop <br />seconded the motion which carried unanimously. <br />
