PLANNING & ZONING BOARD <br />Page 4 October 8, 1986 <br />The Board asked why this item was brought before them in <br />such incomplete fashion. Mr. Kluegel and Mr. Wuornos said <br />that the applicant was aware of all the concerns and that <br />the applicant's revised site and building plan handed out <br />this evening was to address all the questions, but fell <br />short of doing so. <br />SCHUBERT ADVERTISING - CONDITIONAL USE PERMIT <br />Mr. Schubert explained that this request is for a <br />conditional use permit to allow an advertising sign on the <br />Forrest Tagg property at 7504 Lake Drive. He also reminded <br />the Board that a conditional use permit has been recently <br />approved allowing an advertising sign for "The Muffler <br />Doctor" on the other side of the freeway. (That sign has <br />not yet been installed.) Because there is a requirement <br />that such signs be installed no closer than 750' feet from <br />each other, Schubert Advertising has met with "The Muffler <br />Doctor" to determine an appropriate exact location in order <br />to meet the 750' requirement. Mr. Schubert handed out a <br />letter from "The Muffler Doctor" substantiating this <br />meeting. <br />The City Planner's opinion indicated that this application <br />should be approved. Mr. Kluegel stated that the sign meets <br />requirements of the sign ordinance with regard to structure, <br />windload, etc. and that signs of this type fall under the <br />jurisdiction of the state code. <br />MOTION: Mrs. Klaus moved to recommend to Council approval <br />of a conditional use permit for Schubert Advertising <br />( #86 -32) to locate an advertising sign at 7504 Lake Drive, <br />Lino Lakes due to the fact that the application appears to <br />meet the requirements of the sign ordinance. The sign will <br />be a lighted sign meeting state codes. A condition of this <br />conditional use permit is that this sign be no less than <br />750' from the sign for "The Muffler Doctor" or any other <br />such sign in the area. Mrs. Averbeck seconded the motion <br />which carried unanimously. <br />TEXT AMENDMENTS <br />A. Surfacing and Drainage - This item was tabled until <br />more information is available. <br />B. Truck /Trailers in Residential Areas - Mr. Kluegel <br />presented a proposed amendment to the zoning ordinance <br />stating that "no motor vehicle exceeding a gross weight <br />of 11,075 pounds or semi - trailers shall be parked or <br />stored in a residential district except when loading, <br />unloading or rendering a service ". <br />• <br />
