• <br />• <br />• <br />PLANNING & ZONING BOARD <br />Page 5 October 8, 1986 <br />After discussion, the Board felt that this may be too <br />restrictive, particularly in the rural zones, and that <br />it still may not solve the problem the Building <br />Official has experienced with complaints of <br />semi- trailers parked in open areas. <br />The Board suggested that this issue be resolved by <br />expanding Section 901.03(18) (the nuisance ordinance) <br />to address the potential problem. Mr. Kluegel was <br />asked to handle the issue in this manner and present an <br />proposed amendment to the P & Z Board. <br />C. Sign Ordinance - This item was tabled since it is still <br />being reviewed by the City Attorney. <br />D. Car Washes - Proposed Amendment ( #06 -86) <br />MOTION: Mr. Prokop moved to approve the proposed <br />ordinance #06 -86 which permits car washes only in <br />city - sewered GB areas, based on the opinion of Roger <br />Machmeier, Extension Agricultural Engineer from the <br />University of Minnesota in his letter of 9/16/86. Mr. <br />Cody seconded the motion which carried unanimously. <br />COMMENT: Mrs. Klaus felt that in light of the fact <br />that a car wash facility has been found to be <br />appropriate only in city - sewered areas, that the City <br />Council also strongly consider permitting other similar <br />types of businesses only in city - sewered areas because <br />of their potential for contaminating groundwater. <br />Other members of the Board agreed with this suggestion. <br />E. Glare Ordinance - As requested at the 9/10/86 meeting, <br />Mr. Kluegel presented a proposed amendment to the <br />nuisance ordinance addressing the problem of glare from <br />lighting. Mr. Prokop submitted yet another revision to <br />change the amendment to read as follows: <br />Section 901.03(19) - "In all zones, any sign or light <br />whose glare or intensity is of such a nature that it <br />impedes or interferes with the use of adjacent <br />properties or interferes with the flow of pedestrian or <br />vehicular traffic, it is considered a nuisance and will <br />not be permitted." <br />MOTION: Mrs. Klaus moved to table the glare ordinance <br />issue until the above proposal can be typed, presented <br />and considered by the P & Z Board. Mr. Cody seconded <br />the motion which carried unanimously. <br />OLD BUSINESS <br />
