- page two - <br />Planning and Zoning Board\ <br />October 12, 1983 <br />Mr. Nelson was asked the life of this building and he said it is for <br />long • <br />range use. The Board was concerned with creating two small lots' <br />and Mr. Nelson felt that, if and when this building and it's use be- <br />comes obsolete, it would become available to the current land owner of <br />the other parcel. <br />Mr. Cody moved to recommend to the Council that the application of <br />Northwestern Bell for the construction of a 17'x17' service building <br />on a sub - standard parcel 62'x77' in the GB for a variance and a <br />Conditional Use Permit be approved with the following stipulations; <br />1) that the option to purchase be granted to Northwestern Bell, 2) <br />the area surrounding be properly fenced, 3) that a asphalt driveway <br />be installed, 4) when the use is discontinued, the building will be <br />removed, 5) the site and building plan reviewed be waived in veiw of <br />the presentation by Mr. Nelson, Northwestern Bell's representative. <br />Mr. Cody noted some special circumstances in granting this approval, <br />1) this is the most logical area for this building to be constructed <br />in order to serve the Northwestern area of %Lino Lakes with more <br />efficient telephone service, there will be no employees on the site on <br />a continuing basis. The the service building size is adequate for the <br />lot size. Acutally building site will not require any sewer. The <br />site will be properly maintained by Morthwestern Bell. Seconded by <br />Mr. Goldade. Motion carried unanimously. <br />CONDITIONAL USE PERMIT - ROY STANLEY - ZERO LOT LINE <br />Mr. Stanley presented his request for splitting a lot with an existin111 <br />duplex. This would allow the private ownership of each duplex. <br />The Board was concerned with the size of the lot in that it is sub- <br />standard at the current time and with the allowing of the zero lot line, <br />this would create two sub - standard lots. <br />Mr. McLean moved to recommend denial of this request from Mr. Stanley <br />for the reasons that splitting a 104' to two 52' would create two sub- <br />standard lots even under the provisions for sewered lots and would <br />provide a precedent setting situation for other subdividions. Seconded <br />by Mr. Ostlie. Motion carried unanimously. <br />CONDITIONAL USE PERMIT - Mr. Flanagan <br />This is for the construction of a storage building in conjunction with <br />his auto and truck repair. <br />This property is located in the GB area and a Conditional Use Permit is <br />required in order to expand the business. <br />Mr. Prokop felt that the packet is incomplete for this Board to review <br />he site and building. plans. He also felt that he would like to have <br />this material several days ahead in order to study and be able to ask <br />some questions. <br />There was discussion as to the location of this building on the site, <br />the set back, use of the building, and several other questions by the <br />Board. <br />
