She felt this is a residential <br />area and there is enough commercially generated traffic with United Tire <br />on one corner already, pointing out Orange Street is a dead end on the <br />West. <br />Mrs. Zastrow pointed out that they live on Orange Street and she felt <br />the people who live on Orange Street create their own traffic hazards <br />with the number of cars using that street at illegal speeds. <br />Mr. Prokop felt there are four things that need to be resolved; 1) the <br />overall approval from the Anoka County Health Department; 2) parking, <br />including the surfaces; 3) landscaping, screening, etc. 4) Planning <br />and Zoning needs an overall diagram of the entire area to include all <br />existing buildings, screening, parking, etc., to include the entrance <br />and exit from the parking area. This sketch should be done to scale. <br />Mr. Prokop moved Mr. Zastrow application for a variance be tabled for <br />the completion of 1) Anoka County Health. Department final approval be <br />obtained in writing; 2) the question of parking, entrance, exit, surface,, <br />direction of parking - a scale drawing of this be provided; 3) sketch <br />for landscaping screening:Ibe provided; 4) signs on building, indication <br />of general appearnce of building. Seconded by Mrs. Klaus. Motion <br />carried unanimously. <br />OLD BUSINESS <br />Mr. Schumacher asked to discuss a policy for the placement of persons <br />on the agenda. He outlined the requirements that staff follows for this <br />procedure. He pointed out that at this time, a feasibility may be pre- <br />sented to the P$Z. At this point in time there is no fee required for <br />a feasibility,but, if the Board is to be informed, there must be staff <br />time involved to document the request. <br />The Board was concerned that there are requests put on the agenda and <br />the packets were incomplete. <br />The suggestion that perhaps a blue -line drawing should be required. Mr. <br />Schumacher pointed out that this is an expensive proposition. The <br />Board felt that a drawing to scale would be adequate. <br />The general feeling of the Board members was that if the persons have <br />not provided all the requested information as set forth on the reverse <br />of the application, then they are not put on the agenda. The did not <br />feel that staff should hand carry anyone through the requirements. <br />Mayor Benson suggested having the check -list printeduon an envelopewith <br />all the necessary information to be put in the envelop and checked off <br />the front. If it is brought in incomplete, it is not accepted and the <br />person is not put on the agenda. The general consensus of the Board <br />was this was a good idea. The Check List will be put together and then , <br />the printing can be ordered. <br />Meeting was adjourned at 10:00 P.M. <br />
