Planning and Zoning <br />May 12, 1982 <br />Page Five <br />Mr. Kurth, Surveyor, reported that the Police Department had fount <br />this plan acceptable in order to relive the illegal parking at that <br />loaction. Mr. Nathe pointed out that he moved the house to the rear <br />of the lot to provide additional parking for the 49 Club. <br />Mr. McLean pointed out this leaves no fro,Vtage for the residence. <br />There is only the 18' designated as driveway entrance. Mr. McLean asked <br />the length of the driveway and Mr. Kurth said, approximately 150 /200 feet. <br />The major concern of the Planning and Zoning was the use of the front <br />part of the lot for a parking lot thus creating a lot with only 18 feet <br />as frontage. <br />Mr. Prokop pointed out that a recommendation bad been forwarded to the <br />Council and it is a matter of record. Mr. Kurth was advised he could <br />get a copy of the minutes form the office. No action was taken on this <br />matter since the was for discussion only. <br />PLAT- HARDWOOD RIDGE <br />Mr. McLean asked if this is a platting request? (Mr. Short answered but <br />could not be understood) Mr. Johnson asked why this was on the agenda <br />and if Mr. Schrader was aware of the fact that this is not in conformance <br />with the minimum lot requirements of the City Ordinances and was told the <br />developer is aware of this. He is also aware that zoning and other <br />ordinances will be looked at later this year. <br />Mr. Schrader reported that he had met with staff several weeks ago and <br />is aware of the City's requirements. This is a manufactured home to be <br />placed on smaller lots to provide low cost homes. These homes will be <br />palced on a permanent foundation to'be sold in the $41,000/$51,000.00 <br />range. He also pointed out that the State Legislature passed legislation <br />allowing manufactured homes on any residential lot in the City. Mr. <br />Schrader felt that the best way to handle this matter is to creat a <br />zoning district - then create a subdivision for this type of housing. <br />Present Manufactured housing ordinance does not cover the type of housing. <br />Standard platting ordinance creates the need for too many variances to <br />make this type of housing comply. Mr. Schrader pointed out that in <br />order to keep the cost in the $50,000.00 range, the lot must be kept to <br />75% of the value of the surrounding R1 area. The value of these lots. <br />will all improvements in and paid would be $14,900.00. This determines <br />that a 65'x100' lot would provide ample space if properly planned and <br />constructed. <br />Mr. Schrader asked to work with the City of Lino Lakes to create a <br />manufactured housing district and an ordincance to govern this district. <br />This would control-:the location of manufactured homes rather than having <br />these homes built randomly around the City. Mr. Schrader pointed out <br />that the land he is considering is ideally located - water and sewer is <br />available from two sources - natural gas is also available and there is <br />easy access to the freeways. Mr. McLean asked if Mr. Schrader had paid a <br />410 fee and Mr. Schrader said he had deposited $550.00 with the City. Mr. <br />McLean suggested that he should ask for a refund since this does not <br />conform to any standards of the City and if this is to be considered as <br />a plat, it would be refused because of the non - conformance.
