• <br />r <br />• <br />Planning and Zoning <br />May 12, 1982 <br />Page Six <br />The office staff has been informed by the Planning and Zoning not to put <br />any item on the agenda unless the fees have been paid) <br />' There was some general discussion on the various aspects of this concept. <br />Mr. Schrader pointed out that the State Law now allows any HUD approved <br />Mobile Home or manufactured home to be put on any R -1 lot in the City. <br />What he is proposing is a zoning district for this type of housing. He <br />also pointed out that all expenses involved in providing the improvements <br />would be paid by the developer. <br />The density was discussed as was the impact on the School District. Mr. <br />Prokop questioned the use of formaldehyde in these homes. Mr. Schrader <br />stated that the manafacturer of these homes more than meets the State <br />regulations. <br />Mr. Prokop asked about the persons buying this type of home - are they <br />young people? old people? Mr. Schrader said there is no longer any <br />specific age group that purchases such a home. At one time it was mostly <br />young people - now it is persons in all age groups basically due-to the <br />affordablity of the homes. <br />Mr. Johnson asked Mr. Schrader if he is asking the Planning and Zoning <br />to consider manufactured, Pre -Fab housing, smaller lot sizes, to be consider- <br />ed for this specific propertyand Mr. Schrader said, Yes. <br />Mr. Prokop read a portion of Mr. Hawkins letter dealing with this subject - Mr. <br />Porkop was concerned with the legal aspects. Mr. Prokop moved to request <br />the Council to authorize legal direction on this matter. Seconded by Mr. <br />McLean. Motion carried unanimously. <br />�ECIAL USE PERMIT 4 MIDWEST ADIO 4 TV - WCCO� <br />This is a request for a Special Use Permit to construct an Earth Station <br />on a five acre parcel of the 158 acres owned by this corporation located <br />in Section 31 and bordering on Holly Drive. A special use permit had <br />been issued about 10 years ago for the moving of the radio tower from <br />Coon Rapids to that location but permission from the FAC could not be <br />gotten due to a conflict with the Anoka County Airport. <br />This Earth Station consists of a one story building to house the equipment <br />and along side a 100 foot tower, there are three round discs to transmit <br />to the station and receive signals from the sattelite. There is such a <br />station in Hugo built by another station just this past year. <br />Mr. McLean questioned the driveway - what surface? Mr. Sheppard said, <br />gravel, will be stablized. How long? approximately 900'. Mr. McLean <br />explained a driveway over the 300' needs a permit. <br />Mr. Sheppard explined the building to be constructed at the present' will <br />be of fiberglass and is a temporary structure. Next year this will be <br />replaced by a block building, 31x50 to house the electronic equipment. <br />The five acre parcel will be fenced with a chain link fence. There will <br />be one gate and all emergency departments will be provided with a key. <br />Mr. Sheppard pointed out that only one disc will be installed this year, <br />in the next year there will be two additional discs. <br />
