• <br />Planning and Zoning Board <br />April 13, 1983 <br />Page -3- <br />Mr. McLean' said that the question before the Board then is feasibility, can Mr. Stanley <br />proceed and record this plat? It was his feeling that it cannot be recorded since it <br />does not follaa the intent of the proposed zoning map or the Comprehensive Plan. <br />Mr. McLean recommended that the preliminary plat of Sunset Oaks II not be accepted for <br />final plat due to the moratorum and that it is not in adherence with the intent of the <br />Comprehensive Plan for the proposed zoning ordinance. Mr. Goldade seconded the motion. <br />Motion declared passed. <br />FEASIBILITY, CAPITAIN' S PLACE, LAKES ADDITION III - JOHN DOYLE <br />Mr. Doyle was not present. Mr. Doocy moved to table this item. Mr. McLean seconded the <br />motion. Motion declared passed. <br />FILL FLOOD PLAIN DISTRICT - SURFSIDE SEA PLANE BASE - BRUCE HANSON <br />Mr. Kluegel explained he has asked Mr. Hanson to appear tonight to explain that Mr. Hanson <br />is depositing demolition material, (concrete, steel, re -rod, brick) at the sea plane base <br />which is in the Flood Plain District. Mr. Hanson explained he is doing this to build up <br />the existing runway and lengthen it. <br />Mr. Kluegel explained he was informed of this action by a neighbor and issued an order to <br />Mr. Hanson to cease and desist until all permits are issued (DNR, Corp of Engineers, Rice <br />creek Watershed District, Anoka County Health Department) and conditions of the permits are <br />�t. <br />Mr. McLean asked when the permits were applied for, after the fact? Mr. Hanson said, Yes. <br />Mr. McLean asked when the material was installed? Mr. Hanson said most November, but all <br />in 1982. Mr. McLean asked when he started applying for permits. Mr. Hanson said he started <br />in December , 19 82 . <br />Mr. Prokop asked if he was aware these agencies had to be informed of this landfill? Mr. <br />Hanson said "No ". <br />Mr. Hanson said the runway will be extended all the way to Aqua Lane. This had originally <br />been a runway but had deteriorated over the years. <br />Mr. Kluegel noted that the current Flood Plain Ordinance requires a Conditional Permit <br />for this type of construction and all other agencies be informed of this action. The re- <br />ason Mr. Hanson is here tonight is for information only to let the Commission know of this <br />situation and to let them know they will be receiving a request for a Conditional Permit. <br />Mr. Ostlie asked if the 2,300 foot runway is consistant with the proposed new zoning ord- <br />inance? Mr. Hanson said if the ordinance is written after the state guidelines the runway <br />will be in conformance with the new ordinance. Mr. Hanson said the state is after him to <br />complete the runway so that it can be licensed by the state. <br />or. Prokop said it looks like there is a lot of ground work to be done before this issue <br />an be resolved; RCWD, PCA, Anoka County Health Department, etc, the final site drainage <br />plan, the effect of filling in terms of storm water runoff etc. <br />Mr. Hanson said he has talked to all these agencies and it appears to him that each agency <br />is waiting to see what the other is going to do. <br />
