There was discussion on the length of the driveway, <br />with Mr. Prokop objecting - he asked if there was a reason why this land <br />could not be re- contoured in order to construct this house closer to the <br />street? He did not approve of a driveway of this length. <br />Mr. Behr said this is the best possible place for the home and there is a <br />row of Pine trees that he does not want to disturb. <br />Mr. Flannery felt this is private property and this owner should have the <br />discretion to place the house where he wants. Mr. Flannery felt that <br />this request should be approved. <br />Mr. Swistoski moved to recommend approval of this variance for a long <br />driveway. Seconded by Mr. Flannery. Motion carried with Mr. Prokop <br />voting, No. <br />SPECIAL USE PERMIT - WOLTERS <br />This is for the construction of a building to be used as a well - drilling <br />office and shop. The property is located in Carole's Estates II and a <br />special use permit is required due to the absence of sewers in that area. <br />There was discussion of screening on the West border of this lot to <br />separate the commercial from the residential. Discussion in the area of <br />what would be stored outside the building. Mr. Wolters said equipment <br />would be parked at the site but all materials would be stored inside the <br />building. There was discusison of lighting, sign permit, parking spaces <br />and the completion of the parking area. Mr. Wolters said he had checked <br />with the Anoka County Highway Department on the location of the driveway <br />and they had no problems and will send their remarks in writing. <br />Mr. Prokop felt that in view of the quesitons raised by the City Planner, <br />and the members of the Planning and Zoning Board, this matters should be <br />tabled until all the questions are answered in writing. <br />Mr. Flannery felt this would be an eyesore to the surrounding residents <br />and he felt this should be tightened up before consideration for approval. <br />He felt the matter of the screening should be more definite. <br />The general consensus of the Board was that Mr. Wolters, who had a copy <br />of the Planner's comments, should follow these suggestions. He will be <br />put on the next Planning and Zoning Board agenda. Mrs. Klaus moved to <br />table consideration of this Special Use Permit. Seconded by Mr. Prokop. <br />Motion carried unanimously. <br />VARIANCE - LaROCQUE <br />This variance requests is concerned with the transfer of title of a parcel <br />of land of less than 22 by metes and bounds. Mr. LaRocque is requesting <br />the splitting of a lot and the South portion to be sold to the property <br />410 owner to the South who is currently using the driveway and a portion of <br />the land. These lands are located along Lake Drive, three lots North of <br />the VFW. <br />Mr. LaRocque owns lots to the North so it not leaving them with an under- <br />sized parcel of land for their current operation of Contractor's Exchange, <br />
