Planning and Zoning 410 <br />January 16, 1980. <br />Page Two <br />• And as to the disposition of Andall street. <br />Mr. Heath moved to recommend approval to the City Council contingent upon <br />the above mentioned items per Mr. Short's letter, also asking for legal <br />advise of installing a street up to Andall street. Seconded by Mr. Johnson. <br />Motion declared passed. <br />The plat of Forst Glen was considered. Mr. Menkveld presented a revised <br />drawing on this plat. Outlots have been deleted to allow for re- subdivision. <br />Most of this area is condusive to subdividing. <br />Mr. Reinert presented Mr. Gotwald letter of December 12, 1979. This letter <br />outlined the areas of deletions and the moving of others. This is an old <br />plat that had preliminary approval and the time allowed for filing had <br />elapsed necessitating the rehearing of the plat, This plat had also received <br />approval of Rice Creek Watershed Board at that time. Mr. Johnson moved to <br />recommend approval of this plat subject to Rice Creek Watershed Board and <br />Anoka Couty Highway Department. Seconded by Mr, Doocy. Motion declared passed. <br />The variance request of Mr. Roy Stanley was considered. This request is for <br />lot split in Sunset Oaks, This is splitting off the ponding areas required <br />by the City to allow for the development of the remaining part of the lots. <br />There was discussion of what happens to these ponding areas - do they become <br />City property? Mr. Stanley suggested grading these lots and possibly using. <br />This is a ponding area that the developer had to dig per Rice Creek Watershed <br />Board's requirements. Mr. Heath moved to recommend approval of these lot <br />• splts. Seconded by Mrs. Schwankl. Motion declared passed. Lot 5 & 6, Blk.10. <br />Mr. Stanley presented a plat feasibility for the extension of Marvy Street <br />to lands located South of the State facility. The general consensus of the <br />Planning and Zoning Board was this is an acceptable layout and should be <br />presented as a preliminary plat. Mr. Doocy so moved. Seconded by Mrs. <br />Schwankl. Motion declared passed. <br />The Wollan Estates and Industrial Park Plats were considered next. The <br />first one to be discussed was the Wollan Estates. Mr. Kolstad pointed out <br />that all the alternations as suggested by Mr. Gotwald had been met. This <br />plat must go to the Rice Creek Watershed Board - the ponding area will not <br />be designed until their requirements are known, <br />Mr. Reinert read a letter from Mr. Gotwald. The requirements in this letter <br />have been done. Mr. Reinert read a letter from the Anoka County Highway <br />Departme dated Oct. 11, 1979. The spacing of streets to enter onto Co. #23 <br />was acceptable, Also, an additional 60' right -of -way, to be included on the <br />final plat, objections to the lots facing on Co. Rd. #23. Mr. Kolstad said <br />these are commercial lots and he disagreed with this concept. He said there <br />would only be one additional driveway - other lots will use City Streets or <br />share a driveway access. <br />Mr. Short's .fetter of January 14, 1980 was read indicating that his recommend- <br />ations on the preliminary sketch had been done. There was some additional <br />items that must be taken care of before final approval. Mr. Kolstad asked <br />• <br />for preliminary approval in order to get this to the Rice Creek Watershed <br />Board. <br />This plat is to be put on the agenda for the January 23rd special meeting. <br />
