• <br />• <br />• <br />Park Board Meeting - February 3, 2003 <br />Minutes <br />in the packets was compiled to further the discussion regarding <br />the 2003 Goals. <br />The "Park Dedication Fund Summary" indicates how the Park <br />Dedication Fund would be impacted with the proposed goals. Staff <br />is recommending releasing the designated Lino Air Park funds <br />($4,400) and a designated Clearwater Creek trail buffering <br />($800). Full implementation of the proposed goals would result <br />in an undesignated fund balance of approximately $40,451. <br />The attachment labeled "2003 Proposed Park Board Goals" <br />summarizes the proposed goals. A detailed description is <br />provided for each proposed goal. Some goals have additional <br />attachments for consideration. <br />Assuming a consensus can be reached on the proposed 2003 Park <br />Board Goals, it is anticipated to discuss the goals with the City <br />Council at the February 19 or March 5 Work Session. <br />Katie indicated she may be leery about putting a lot of money <br />into the gazebo at Birch Park due to vandalism concerns. <br />Michael advised that if a shelter similar to the structure in <br />place at Clearwater Creek is constructed vandalism should not be <br />a concern. <br />Chair Lindy inquired about the location of an open air shelter. <br />Rick stated there are two possible locations: between the smaller <br />structure and the boardwalk or by the hockey rink where the <br />concrete table is currently located. The problem with the first <br />location is you can not see the larger play structure from that <br />area. The problem with the second location is that it is not as <br />ascetically pleasing. The open air structure. would finish that <br />park off and the park really does lack shade. When the shelter <br />is put in the City will look at continuing the trail. <br />Rick asked if the Park Board is agreeable to the $50,000 amount <br />for paving the three parking lots at Sunrise Park. <br />Chair Lindy inquired about the layout of the lots. Rick referred <br />to a drawing pointing out the area of fields, buildings and where <br />the lots would go in. <br />Bill stated the paved parking lots would give the park a much <br />needed upgrade. <br />Rick stated he believes the City should proceed with lot 1, 2 and <br />3. The City could look at doing ,lot 4 at a future date. <br />
