• • • Park Board Meeting - February 3, 2003 Minutes in the packets was compiled to further the discussion regarding the 2003 Goals. The "Park Dedication Fund Summary" indicates how the Park Dedication Fund would be impacted with the proposed goals. Staff is recommending releasing the designated Lino Air Park funds ($4,400) and a designated Clearwater Creek trail buffering ($800). Full implementation of the proposed goals would result in an undesignated fund balance of approximately $40,451. The attachment labeled "2003 Proposed Park Board Goals" summarizes the proposed goals. A detailed description is provided for each proposed goal. Some goals have additional attachments for consideration. Assuming a consensus can be reached on the proposed 2003 Park Board Goals, it is anticipated to discuss the goals with the City Council at the February 19 or March 5 Work Session. Katie indicated she may be leery about putting a lot of money into the gazebo at Birch Park due to vandalism concerns. Michael advised that if a shelter similar to the structure in place at Clearwater Creek is constructed vandalism should not be a concern. Chair Lindy inquired about the location of an open air shelter. Rick stated there are two possible locations: between the smaller structure and the boardwalk or by the hockey rink where the concrete table is currently located. The problem with the first location is you can not see the larger play structure from that area. The problem with the second location is that it is not as ascetically pleasing. The open air structure. would finish that park off and the park really does lack shade. When the shelter is put in the City will look at continuing the trail. Rick asked if the Park Board is agreeable to the $50,000 amount for paving the three parking lots at Sunrise Park. Chair Lindy inquired about the layout of the lots. Rick referred to a drawing pointing out the area of fields, buildings and where the lots would go in. Bill stated the paved parking lots would give the park a much needed upgrade. Rick stated he believes the City should proceed with lot 1, 2 and 3. The City could look at doing ,lot 4 at a future date.
