• <br />Phase 11 - System Planning <br />Objectives: This phase focuses on the development of a comprehensive system plan based on the results of the first <br />phase. <br />Specific Plan Components Envisioned: <br />• Assessment of Need - highlights key aspects of Phase I. <br />• Vision Statement - establishes a vision, mission statement, and goals for the system plan. <br />• Parks and Recreation Facilities Plan - updates 1992 plan; establishes a plan for parks (current and future) and <br />recreation facilities. This includes consideration of county, regional, state, school district, and private providers of <br />parks and recreational facilities that interface with the City's system. It also considers individual facilities for specific <br />types of activities. <br />• Natural Open Space /Greenway Plan - integrates and expands upon the previous planning work undertaken by the <br />City. <br />• Natural Resource Stewardship Plan - integrates and expands upon the previous planning work undertaken by the <br />City <br />• Trail System Plan - updates 1992 plan; integrates and expands upon the previous planning work undertaken by the <br />City since that time. <br />Work Plan: The following outlines the anticipated work plan for this phase of the project. Anticipated meetings are <br />highlighted. <br />• Focus meeting with staff - to review findings to date and establish baseline for planning phase. <br />• Develop working draft plan for each plan component for review with the City staff, Park Board, and Environmental <br />Board. <br />• Meet with Park Board and Environmental Board to review draft findings. <br />• Undertake a public open house to solicit feedback from the public -at- large. This could also include individual <br />meetings with select stakeholders /groups as deemed appropriate by staff. Park Board and Environmental Board would <br />be invited to the open house and other meetings as deemed appropriate. <br />• Make revisions to the plan based on findings of the public process. <br />• Present draft plan to City Council, Park Board, and Environmental Board at joint work session. <br />• Complete system plan report. <br />End Product: <br />• Completed system plan report. <br />Qualifiers /Limitations: The scope of services provided under this phase relies on staff to work closely with the <br />consultant. It also is based on the assumption that the past plans prepared by the City will provide a substantial amount of <br />baseline information necessary for development of the system plan. <br />Client Responsibilities: <br />• Coordinate all meetings and public involvement in the project. <br />• Participate in process at all levels to ensure that Consultant time is effectively used. <br />Phase 111 - Implementation Planning <br />Objectives: This phase focuses on developing a strategy for implementing the system plan. <br />Specific Plan Components Envisioned: <br />• Financial /cost projections for system components, to master plan level. (Brauer & Associates will project costs for <br />physical development and rely on City to provide cost projections for land acquisition.) <br />• Implementation program, which includes recommendations for phasing and priorities. <br />• Identification of traditional and non - traditional funding sources for consideration by the City to implement the system <br />plan. Traditional sources include local -level financing options, grants, etc. Non - traditional sources include leveraging <br />private development to help achieve the vision of the system plan. This is an area that Brauer & Associates has done <br />extensive work on in recent years, with significant success in maximizing public values within the context of private <br />development — especially as it relates to parks, trails, and open space initiatives. <br />3 <br />
