•
Phase 11 - System Planning
Objectives: This phase focuses on the development of a comprehensive system plan based on the results of the first
phase.
Specific Plan Components Envisioned:
• Assessment of Need - highlights key aspects of Phase I.
• Vision Statement - establishes a vision, mission statement, and goals for the system plan.
• Parks and Recreation Facilities Plan - updates 1992 plan; establishes a plan for parks (current and future) and
recreation facilities. This includes consideration of county, regional, state, school district, and private providers of
parks and recreational facilities that interface with the City's system. It also considers individual facilities for specific
types of activities.
• Natural Open Space /Greenway Plan - integrates and expands upon the previous planning work undertaken by the
City.
• Natural Resource Stewardship Plan - integrates and expands upon the previous planning work undertaken by the
City
• Trail System Plan - updates 1992 plan; integrates and expands upon the previous planning work undertaken by the
City since that time.
Work Plan: The following outlines the anticipated work plan for this phase of the project. Anticipated meetings are
highlighted.
• Focus meeting with staff - to review findings to date and establish baseline for planning phase.
• Develop working draft plan for each plan component for review with the City staff, Park Board, and Environmental
Board.
• Meet with Park Board and Environmental Board to review draft findings.
• Undertake a public open house to solicit feedback from the public -at- large. This could also include individual
meetings with select stakeholders /groups as deemed appropriate by staff. Park Board and Environmental Board would
be invited to the open house and other meetings as deemed appropriate.
• Make revisions to the plan based on findings of the public process.
• Present draft plan to City Council, Park Board, and Environmental Board at joint work session.
• Complete system plan report.
End Product:
• Completed system plan report.
Qualifiers /Limitations: The scope of services provided under this phase relies on staff to work closely with the
consultant. It also is based on the assumption that the past plans prepared by the City will provide a substantial amount of
baseline information necessary for development of the system plan.
Client Responsibilities:
• Coordinate all meetings and public involvement in the project.
• Participate in process at all levels to ensure that Consultant time is effectively used.
Phase 111 - Implementation Planning
Objectives: This phase focuses on developing a strategy for implementing the system plan.
Specific Plan Components Envisioned:
• Financial /cost projections for system components, to master plan level. (Brauer & Associates will project costs for
physical development and rely on City to provide cost projections for land acquisition.)
• Implementation program, which includes recommendations for phasing and priorities.
• Identification of traditional and non - traditional funding sources for consideration by the City to implement the system
plan. Traditional sources include local -level financing options, grants, etc. Non - traditional sources include leveraging
private development to help achieve the vision of the system plan. This is an area that Brauer & Associates has done
extensive work on in recent years, with significant success in maximizing public values within the context of private
development — especially as it relates to parks, trails, and open space initiatives.
3
