Lino Lakes Public Services Department
600 Town Center Parkway
Lino Lakes, MN 55014
(651) 982 -2440 Fax (651) 982 -2439
•
November 9, 1999
Mr. Mark Groff
6613 Ruffed Grouse Road
Lino Lakes, Minnesota 55014
Dear Mr. Groff:
Thank you for taking the time to express your concern regarding the lack of development
of Quail Ridge Park.
As indicated in your letter, the residents of the Quail Ridge Development were invited to
attend meetings in January and February of 1998 to provide input as we developed a
Master Plan for Quail Ridge Park. I have enclosed a copy of the approved Master Plan
along with projected development costs.
Currently, the city does not allocate general fund dollars for park development.
Historically, the City Council has designated $15,000 for trail development. The only
source of revenue for park development is through park dedication funds that developers
are required to dedicate as developments are approved. This may be cash, land, or a
combination.
Regarding the Quail Ridge Development, the city acquired six acres of park land in
addition to land where the existing trails are located. The developer also installed the
boardwalk which was recently removed. This fulfilled the park dedication requirements.
In contrast, the Behm's Century Farm Development park dedication was $38,000. The
8.6 acre park was dedicated from a previous development. In July, the city sold a portion
of Behm's Century Farm Park (2.55 acres) for $75,000. The cash dedication and
proceeds from the sale of park land has resulted in our ability to begin development of
this park.
As previously mentioned, the only source of revenue for park development is through
park dedication fees. In January of each year, the Park Board reviews this fund balance
and determines what park improvements should be made the upcoming year. In 1998,
park dedication was only $20,000. Obviously, this does not go very far for park
development. The year to date revenue for the Park Dedication Fund is approximately
