He did not want this <br />item to be forgotten. <br />Mr. DeGardner explained that if it appeared that the County was going forward with trail <br />construction plans this fall, he would move some items in his budget to fund the balance <br />of the Mallard Lane trail. Mayor Sullivan explained that <br />the Circle Pines Gas ompany pays a franchise fee to distribute natural gas in Lino Lakes. <br />In 1997, the Lino Lakes City Administrator was negotiating with Minnegasco and NSP to <br />establish gas franchise fees. When the City Administrator left the City, the negotiations <br />stopped. The City Council was asked to affirm its direction to the current City <br />Administrator to reopen the negotiations and consider dedicating any new franchise fees <br />to a road reconstruction fund. <br />The Council discussed the basis for the franchise fee. The gas suppliers could load their <br />expenses against their fees. It was suggested that the City not depend on any real income <br />until after the legal maneuvering has ended because the City may need to pay legal <br />expenses related to the franchise fees. A resolution providing direction to the City <br />Administrator and directing that 50% of the franchise fees be placed in the road <br />reconstruction fund will be added to the agenda Monday evening. <br />
