She referred to Council work session minutes regarding the project and <br />tax abatement. <br />Acting Chair Lane stated she agrees the Legion is a good neighbor. She noted that she <br />lives down the street from the project. The Legion is not a 24 hour a day business. She <br />would rather see the Legion than a 24 hour a day gas station. She stated it is, however, <br />important to minimize the neighborhood impact. <br />Mr. Dunn suggested a condition regarding the tree bank be added. If all the trees cannot <br />be replaced on site they should be put in the City's tree bank. It has been suggested that <br />the tree bank become standard practice within the City. <br />Ms. Carlson noted she is against a condition regarding the tree bank. <br />Mr. Corson made a MOTION, to approve rezoning the entire four acres to general <br />Business based on the findings in the staff report, and was supported by Mr. Dunn. <br />Motion carried 6 -0. <br />Mr. Corson made a MOTION to approve the condi ' use permit based on the findings <br />in the staff report and with the following conditi`. <br />• 1. The common access drive shall be shown on the revised site plan. The location of the <br />driveway access to Lake Drive is subject to comment by the Anoka County Highway <br />Department. <br />6. Utility and parking construction plans must obtain approval from the City Engineer <br />prior to any site grading. <br />7. If possible, impervious surface shall be reduced by exploring green parking or other <br />measures. <br />8. Impervious surface shall not exceed the 75% of the site as required by the Zoning <br />Ordinance, and the new access drive shall be included in the calculations. <br />
