The
park area will be an athletic field and parking area. The area
is zoned General Business.
Paul expressed concern regarding the truck traffic in the area.
John advised the truck traffic will go to Otter Lake Road.
Paul asked if Elmcrest will be upgraded. John stated it will be
proposed that Elmcrest is upgraded within the next year or two.
Paul stated the idea of a ball field in that area is a good one.
He stated there is concern however, of the proximity of the field
and residential houses. This area may serve the residents of
Hugo better than Lino Lakes. He added he has no problem with
sharing the facility.
Pam asked if the field would be programmed. Barry stated he
believes the field would be scheduled. The impact on the
neighborhood would be minimal because of the open area.
Jeff asked about funding to develop the field. Barry stated the
developer will grade the area. The City is responsible for any
upgrades. He added that the field may not be developed
immediately. It is a good idea to secure the land.
Acting Chair Huelman noted the alternative to the plan is to
receive park dollars to purchase amenities for another park. He
made a request to the developer to make sure the field is
enhanced and the City has ample connections to City trails.
Paul expressed concern regarding the development of the property
to the west. The traffic should exit to the west and the trails
should be made as accessible as possible to Lino Lakes residents.
It was the consensus of the Park Board that they were in approval
of the concept. John will go back to the developer and get a
more detailed plan to be reviewed by the Park Board.
REVIEW PARK DEDICATION FOR MAJESTIC PINES COMMUNITY CHURCH:
Barry stated the site plan for the project indicates an extensive
trail system consisting of wood chips. He stated he is not aware
if the intent of this trail system is for public or private use.
If it is determined for public use, the City may want to keep in
mind the possibility of connecting this trail system to the
proposed athletic complex property. The Comprehensive Park Plan
and Development Guide indicates a strong desire to loop Amelia
Lake with a linear trail corridor.
2
