•
12. Proposed Time Line: May 2000 through June 2001 (please see proposed work plan for
detailed timeline and associated tasks, attachment #2).
Required Attachment #2: Proposed Work Plan
Task 1. Project coordination and data compilation
• Compile available GIS data (such layers include ecological data such as the digital soil
survey, County Biological Survey natural communities, municipal natural resource
inventories (e.g., Blaine, Lino Lakes), NWI wetlands, and cultural layers such as
watershed boundaries, municipal boundaries, County plat data, etc.).
• Compile %z sections for project area (to be acquired by the County surveyor's office)
• Set up landowner contact system among watershed districts, Anoka County Parks and
Recreation, DNR, and local government staff.
• Provide a basic introduction to key collaborators of the MN Land Cover Classification
System and proposed project methods.
Timeline: May 2000
Task 2. Public and agency orientation on Minnesota Land Cover Classification System
• Hold informational meetings with agency staff explaining the MLCCS and its
application to watershed planning, modeling and analysis, greenway and open space
planning, restoration prioritization, and other natural resource and land use planning
activities. Explain similarities and differences of MLCCS as compared to other
available data layers, and its unique qualities and applications
• Hold critical public informational meetings to inform local residents, municipalities,
and area land owners of the project objectives and potential public and private
applications of MLCCS data layers.
Timeline: May 2000
Task 3. Land cover classification from aerial photograph interpretation
• The natural resource consultant and key collaborators will conduct the preliminary land
cover classification of the entire 38,643 acre project area. All polygons will be
classified to at least level three of the classification system. Areas with public access,
distinct color infra -red aerial photograph signatures, and/or private permission to access
will be classified to level four and five. The objective is to classify land cover to level
four for as much of the project area as possible /permissible.
Timeline: June through September 2000
Task 4. Land cover field checking
• Areas requiring access permission to field check will be identified in Task 3. The
natural resource consultant will coordinate with landowner liaisons at local government
agencies (watershed districts, conservation district, and county) to acquire permission
to access areas requiring ground truthing. For public relation purposes, landowner
permission will be obtained prior to site visits for all private land. The natural resource
consultant will collaborate closely with the Anoka County Parks Natural Resource
Specialist, maximizing the total amount of field checking by allowing Parks staff to
ground -truth familiar County Park Property.
Rice Creek Corridor Expansion Greenway Planning Grant Page 3 of 11
Anoka Conservation District and Collaborating Agencies January 28, 2000
