ROUGH DRAFT <br />09/20/00 <br />2. Easement/utility clearance β Trees, shrubs, and structures used for landscaping or <br />screening shall not be permitted within any utility easement or public right -of -way <br />unless specifically permitted by the City and shall require filing of an encroachment <br />agreement. Trees, shrubs, or structures placed upon utility easements are subject to <br />removal at the owner's expense if required for the maintenance or improvement of <br />the utility. No trees or shrubs shall be planted under existing or planned utility lines <br />when the mature height and spread of the plant may lie within ten (10) feet of such <br />wires. [per p. 3 -30] <br />3. Crime Prevention Through Environmental Design (CPTED) - All <br />landscape /screening plans shall be consistent with the objectives and standards of <br />CPTED as determined by the City police department and zoning administrator, <br />including, but not limited to: <br />a) Creating a sense of ownership or space definition. <br />b) Establishing appropriate access controls while maintaining freedom of movement <br />through the site. <br />c) Providing for appropriate visibility into, out of, and within the site. Generally, a <br />visual buffer should include a combination of lower and upper level plants that <br />allow through visibility between a height of four (4) feet and seven (7) feet above <br />the ground. [illustrate with diagram] <br />VI. DESIGN STANDARDS AND SPECIFICATIONS <br />A. Plant Material Standards <br />1. Type βNew landscaping should be compatible with the ecological prototype(s) <br />existing on the property and/or complement existing landscaping or vegetation <br />established on the property and adjacent properties. Appendix A includes plant <br />species list associated with the various ecological prototypes within the City. <br />2. Size β The minimum size at time of planting shall be consistent with the following <br />standards, unless otherwise approved by the City: <br />a) Large deciduous trees shall be a minimum of 212 caliper inches <br />b) Medium and small (ornamental) deciduous trees shall be a minimum of 112 <br />caliper inches <br />c) Coniferous trees shall be a minimum of six (6) feet in height <br />d) Shrubs and hedge material shall be a minimum of two feet (24 ") in height <br />e) Herbaceous ground covers, grasses, and perennials shall be potted in a <br />minimum of 4" pot. <br />3. Quantity β Plantings intended for visual screening should be planted at a density to <br />achieve seventy percent (70 %) visual obscurity year- round, within three growing <br />seasons, unless otherwise approved by the City. At a minimum, the quantity of new <br />plant material shall be consistent with the following standards and shall be in <br />additional to screening required per Section VI.B.: <br />9 <br />
