Quality — Plant materials shall be healthy stock, free of insects and disease, and meet <br />the guidelines set by the American Standards of Nursery Stock. The City can reject <br />plants if found to not meet these standards. <br />5. Installation - The following installation standards shall be met for all planted areas: <br />a) In areas with native plantings, plant mix and spacing should approximate the <br />structure of the appropriate native plant community. In addition, native <br />plantings should be bordered with a strip of mowed grass or other more <br />"manicured" edge to provide a clear sense of care and maintenance. <br />b) Turf slopes in excess of three to one (3:1) are prohibited. <br />c) Plant material centers shall not be located closer than one -half the typical <br />mature spread of the plant to a fence, property line, or building (principle or <br />accessory) without permission of the adjacent property owner. <br />d) Soil — To the greatest extent possible, the existing site soils will be protected <br />and utilized for new plantings. If soil modifications are necessary, they shall <br />foster restoration of the existing soil type or enhance the soil to support the <br />desired landscape prototype. The topsoil in planting areas shall be thoroughly <br />tilled into the sub -grade to a minimum depth of seven (7) inches prior to <br />planting. [needs work — Marty please review] <br />e) Irrigation — All landscaped areas shall be covered by an underground <br />automatic irrigation system except as approved by the City in situations <br />where: a) the area is reserved for future development; b) the area is intended <br />to be kept in its natural state; or c) the landscape design specifies a planting <br />scheme that does not require irrigation (e.g. vegetated swales, dry prairie <br />plantings). <br />f) Mulch — All landscaped areas shall be mulched to a minimum of 2 inches with <br />a mulch material deemed acceptable by the City. The City may waive this <br />requirement where certain natural plantings, such as prairie plantings, will be <br />used. <br />6. Maintenance: <br />a) General — The property owner, or if applicable, the home owners association, <br />shall be responsible for maintenance of landscape elements (plants, structures, <br />pavement, etc.) so as to present a neat and aesthetically pleasing appearance <br />free of any unhealthy or potentially unsafe conditions. <br />b) Disease control - Plants shall be maintained in a healthful, disease -free <br />condition. Plants that have died or become diseased shall be promptly <br />replaced with the same type of plant, or a substitute plant type approved by <br />the City. <br />10 <br />
