ROUGH DRAFT <br />09/20/00 <br />c) Watering - Automatic irrigation systems should be operated between the hours <br />of midnight and 6:00 a.m., or as otherwise approved by the City. Irrigating <br />during these hours reduces fungus growth and loss of water due to <br />evaporation. Irrigation systems shall be maintained to minimize water waste <br />due to loss of heads, broken pipes, or misadjusted nozzles. <br />d) Pruning — All pruning should be accomplished according to good horticultural <br />practices. Trees shall be pruned only as necessary to promote healthy growth. <br />Unless special approval is provided by the City, trees shall be allowed to <br />attain their natural height and shall not be severely pruned or "hat- racked" in <br />order to permanently maintain growth at a reduced height. <br />e) Lawn maintenance and establishment — Turf grass shall be mown as required <br />in order to encourage deep root growth and ... [Help - does the City have <br />property/lawn maintenance standards to include here or another section <br />to reference ?] <br />f) Removal or replacement — It shall be the responsibility of the property owner, <br />or if applicable, the homeowners association, to remove any trees or shrubs, or <br />parts thereof, that are dead, diseased, or that overhang or interfere with traffic <br />control devices, public sidewalks, rights -of -way, or property owned by <br />someone else. <br />7. Substitutions — In the event that the plants listed on the approved <br />Landscape /Screening Plan are not available, or do not survive, substitutions of similar <br />plants shall be made upon approval by the City. <br />B. Non -plant Material Standards <br />1. Type — For purposes of this Section, non -plant materials used for landscaping and/or <br />screening refers to walls, fences, and berms used for decorative, retention, or <br />screening purposes. Non -plant screens may consist of materials such as wood, stone, <br />brick, decorative block, earth (e.g. berms) and metal. <br />2. Size/Height: <br />a) Retaining walls shall not be constructed higher than three and one -half (3 Y2) feet. <br />b) Fence heights shall be subject to the standards of Section 3, Subd. 4.S.p. 3 -29 <br />[Jeff - Or is it Sec. T.1.c. p.3 -38] [do you plan to keep separate section <br />specific to fences or do you want to incorporate all those requirements <br />here ?]. <br />c) Earth berms shall be constructed so the side slopes do not exceed a slope of 33% <br />or maximum height of three (3) feet. <br />3. Quantity: In general, non -plant materials should be used in combination with natural <br />plant materials. However, in situations where space is limited, non -plant materials <br />may provide the primary means of achieving desired aesthetic and screening <br />objectives outlined in Section VI. <br />11 <br />
