Quality: <br />a) Screening structures (e.g. fences, walls) shall be constructed of attractive, <br />permanent finished materials, aesthetically compatible with those used in the <br />construction of the principal structure on the property as determined by the City. <br />b) Screening structures shall be finished on both sides, or the finished side shall be <br />on the side facing the abutting property or public right -of -way. All posts or <br />supporting structures shall be on the inside of the screening structure. [What do <br />you think about requiring that at least some x percent of the length of such a <br />wall or fence shall be landscaped ? ? ?] <br />c) Screening structures shall be constructed of durable, weather resistant materials <br />which are aesthetically compatible with the principal structure. <br />d) Screening enclosures shall have an impermeable floor surface. <br />5. Installation: <br />a) All screening structures shall require a building [and footing ?] permit and shall <br />be permanently anchored. <br />b) It is the responsibility of the property owner to ensure any structures used for <br />screening are placed on their property. If deemed necessary, the City may require <br />verification of the location on a certified survey. <br />6. Maintenance: <br />a) General - The property owner, or if applicable, the homeowners association, shall <br />be responsible for maintenance of all non -plant screening elements so as to <br />present a neat, aesthetically pleasing appearance, free of any potentially unsafe <br />conditions. <br />b) Repairs - All repairs shall be consistent with the original design in terms of <br />location, materials, and appearance. Repairs shall be made in a timely manner, <br />not to exceed sixty (60) days from receipt of written notification from the City <br />regarding needed repairs. <br />c) Removal or replacement — It shall be the responsibility of the property owner, or <br />if applicable, the homeowners association, to remove any fences, walls, or other <br />screening devices that are dilapidated or broken beyond repair. <br />VII. COMPLIANCE AND ENFORCEMENT <br />A. Compliance with approved plan: <br />1. Protection Measures: The applicant shall implement the plant protection <br />measures indicated on the approved Landscape/Screening Plan prior to <br />commencement of any land disturbance activity on the property. The plant <br />protection measures shall remain in place until all grading and construction <br />activity is terminated, or until a request is made to and approved by the City. <br />12 <br />
