CYAN <br />parking lot definition. A variety of landscaping materials will be used to improve the aesthetics <br />of the parking and drive areas. <br />The site access points are planned via the extension of Apollo Drive at the southwest corner of <br />the PROPERTY and a secondary access point midway between the intersections of 77th and <br />Apollo on Lake Drive. The APPLICANT has requested the traffic and feasibility studies for <br />roadway improvements to Lake Drive and the Apollo Drive extension. The City's Consultants <br />and Engineer are conducting these studies and a portion of these costs associated with these <br />studies is to be paid by APPLICANT. The City, County, and APPLICANT will be working toward <br />an agreement on cost shares associated with roadway improvements prior to final plat and <br />building plan approval. <br />Hours of operation for the retail center will be seven days of the week 6:00 AM to 12:00 PM. <br />The total square footage of retail space and total number of parking stalls has triggered state <br />environmental reviews. The first is an EAW (Environmental Assessment Worksheet) and the <br />second is an ISP (Indirect Source Permit). APPLICANT is preparing both documents for review <br />and approval by the City, Minnesota Pollution Control Agency and the Environmental Quality <br />Board. In addition, APPLICANT will be submitting a revised application requesting approval for <br />grading activities within the Rice Creek Watershed District. <br />In conclusion, APPLICANT believes that the proposed development is in the best interest of the <br />City. The proposal will allow for the upgrading of an agricultural parcel to commercial /retail <br />usage. Further, APPLICANT believes that the addition of new retail businesses along with the <br />SuperTarget Store will be an asset to the community. <br />BACKGROUND <br />The site has historically remained undeveloped largely due to access and earthwork activities <br />necessary to develop the site. A number of proposed projects in the past have eyed the parcel <br />as one that would be a part of major redevelopment of the area. However, lack of public <br />support and financial backing of the developers have caused the past- proposed projects to not <br />be progressed. <br />A Neighborhood Meeting was held December 20, 2000 at the Lino Lakes Senior Center, thirty- <br />six (36) Lino Lakes residents attended. A survey form was offered to all attending to provide <br />written states about their concerns toward the project.
