• CITY OF <br />LINO Lis <br />i <br />i <br />i <br />r <br />10/24/94 <br />Administration <br />The designated LGU should notify the Board of Water and Soil <br />Resources that they have accepted the responsibility for adminis- <br />tration of the wetland guidelines. Adoption by resolution is <br />necessary, and is performed to ensure consistency with other local <br />regulatory procedures. Once the City has completed an approved <br />local plan, it can apply to be the LGU. <br />Procedure <br />The City's existing permit procedures should be amended to <br />include water management aspects outlined in this plan. The <br />permit for surface water management would be acquired at the <br />same time all other permits are applied for. An approved permit <br />would be required with any submitted preliminary plat. The <br />building permit will be modified to regulate individual wetland <br />and conveyance system impacts which are not covered by platting <br />regulations. The permit would require the applicant to meet the <br />policy and design elements outlined in the Standards for Facility <br />Design section of the local water management plan, as well as <br />requirements in RCWD or VLAWMO plans not listed in the Local <br />Plan. A City inspector would be responsible for enforcement of <br />the requirements in the permit. <br />' To ensure conformance to this plan, the City's prelimin and <br />final platting process should require more detailed inform lion. <br />Wetland alteration, erosion control -and information regarding local <br />plan standards should be. addressed-, <br />Administrative Responsibilities <br />The administrative responsibilities of the City, the WMOs and <br />other related agencies are illustrated in Figures 1 and 2. Figures <br />1 and 2 also show schematically how the watershed planning law <br />works. Figure 3 illustrates the City's administrative process related <br />to the local water management plan. <br />Several agencies will continue to have administrative responsibili- <br />ties within the City. For local water management to be successful, <br />each agency's role must be clearly understood.
