• AGENDA ITEM 5D <br />STAFF ORIGINATOR: Marty Asleson <br />DATE: August 29, 2001 <br />TOPIC: Molin Concrete Site Plan Review <br />BACKGROUND: <br />Molin Concrete is one of the oldest established businesses in the City of Lino Lakes. It <br />is assumed that residential housing came in after Molin Concrete was established. <br />Molin Concrete has made application to build an additional concrete manufacturing <br />facility on the site. There is also an intent to build an automated gantry system in the <br />storage area in the future. <br />Zoning conformance issues such as % greenspace have not been reviewed yet. <br />Wetland impacts have been indicated, as well as proposed wetland mitigation and <br />infiltration intents. This has not been reviewed by the RCWD yet. <br />The Molin Concrete site is divided into two subwatershed areas of the Marshan Lake <br />Watershed. All water is assumed to flow to Marshan Lake via CD 10. The 1994 <br />Surface Water Management Plan indicates the Subwatershed MALNE has a high <br />priority for a drainage study to determine outflow and ponding requirements for culvert <br />under 4th Ave and to verify discharge from the area. MALNE is on the north side of the <br />site. CD10N is the subwatershed on the south side of the site and the 1994 SWMP <br />indicates a high priority for a drainage study to review RCWD study to determine flow <br />rates determined in their reports. The estimated costs for these studies were indicated <br />as $2000 each in 1994. <br />A significant amount of wetland soils (isanti wet) were filled when the Molin Concrete <br />Plant was initially constructed. Impervious run off, and water with ellevated high pH <br />levels, may be a concern with this site. Creating an effective infiltration area is important <br />here. <br />Previous Conditional Use Permits required screening on the berm to the North. This <br />berm should be planted and irrigation supplied to allow for plant growth. <br />Construction of the new facilities appears to miss the area on the east side of the <br />property with trees. This tree area is classified as Recently Developed Forest in <br />Degraded Condition. <br />The County well Point index indicates a well head location in the present storage area of <br />the facility. If this well head is not being used it should be capped. <br />
