Agenda Item 5B <br />Environmental Board Meeting Date: December 3, 2003 <br />Topic: Marshan Townhomes 2 "d Addition <br />Background: <br />Marshan Lake Townhomes Phase 1 was approved in 1995. Phase 2 of Marshan <br />Lake Townhomes consists of 46 proposed attached units on a 4.05 acre site. <br />The land area of the proposed development is zoned R4 High- Density <br />Residential. <br />Attachments: <br />1. City Planning, Marshan Townhomes 2 "d Addition /Parking, Impervious /Lighting. <br />Analysis: <br />Marshan Townhomes 2 site is in an area designated as a Lake Protection Zone <br />in the Lino Lakes Handbook for Environmental Planning and Conservation <br />Development. This means that extra care should be given to the management of <br />surface water recources in this area. <br />Protection zones are preexisting environmental conditions and should be shown <br />on the existing conditions page. It is not shown. The MLCCS should also be <br />shown on the existing conditions page. Please see MLCCS (Attachment 9). <br />The MLCCS indicates "Short Grasses and Mixed Trees with 26 -50% <br />impervious." There are no rare plant or potential rare plant on the site. <br />The site consists of 90197.99 SF Impervious, and 50922.98 pervious. This <br />amounts to 56 % pervious according to the developers letter (Attachment 2,10). <br />Water flows to a created pond on the east side of the townhome complex. <br />Surface water calculations for the pond were designed to include the entire site <br />build -out. <br />A Tree Preservation Plan is submitted as Attachment 6. All internal trees are <br />proposed for removal. A tree preservation area is shown on the Lake Drive side <br />
