r •• . <br />Development Stage Plan Approval <br />As you are aware • the project was presented to the Planning .& Zoning Board on December 10, <br />2004. The public hearing on the proposal was continued to the January 14, 2004 board meeting. <br />Due to outstanding design issues, complexity of the project, and outside agency reviews, staff is- <br />recommending that the hearing be continued to a special meeting of the Planning and zothlg <br />Board. This meeting is tentatively scheduled for January 28, 2004. This will allow -us to finalize <br />EAW and Rice Creek and MnIDOT comments prior to the meeting, and allow the Board • a better <br />opportunity to review the information. Based on the outcome of this meeting staff would <br />anticipate bringing a recommendation to approve, for board action, to the February 11, 2004, <br />_Planning and Zoning meeting. Council review of the project would be scheduled for March 8, <br />2004. However, it may be possible, pending the outcome of the P & Z meeting, •to.schedule the <br />1st reading of the PUD rezoning for the February 23, 2004 council meeting. <br />To maintain this timeline the following items need• to be addressed: <br />Design Guidelines <br />City staff is in the process. of completing the modifications to the Calthorpe Design .Standards. <br />• SEH is completing the Land Use Plan and Regulating Plan. This should be completed, for your <br />review, by January 21st. Since these will function as the regulatory framework for the <br />development any issues or modifications you have will need to be addressed promptly. <br />.Preliminarg Plat <br />1. Outlot D, Village No. 1 plat, is included as part of Lot 4, Block 1. However, it appears <br />from the surveyor's .notes that this is owned by Anoka County. If correct, this parcel <br />should be removed from_ the plat. <br />2. Additional right-of-way for the northbound I 35W ramps may be required. This needs • to <br />be coordinated with SEH. <br />3. Drainage and Utility easements and dimensions need to be shown on the preliminary plat. <br />Easements are required around the 100 year flood elevation for all wetlands :and <br />stormwater drainage basins. Additionally easements will be required centered on all <br />stormwater and utility lines. This needs to be coordinated with SEH. <br />• Any portions of the plat bordering Mn/DOT or Anoka County right -of -way should <br />include dedication of access control to the respective agency. <br />5. Outlot A, should be labeled as park. Additionally, is Outlot C intended to be dedicated to <br />the City or County, or retained by the association? Anoka County would prefer it to be in <br />public ownership. If retained privately a conservation easement will need to be provided. <br />There appears to be some existing easements of record on the Tagg property. Title work <br />should be. prepared to verify the status of these easements i.e., public or private. <br />• The extent of the Shoreland Districts of George Watch and Marshan Lakes (1,000 feet <br />from the Ordinary High Water Level) should be delineated on the plat. <br />The total upland area should be tabulated and included on the preliminary plat (Gross <br />acreage less area of wetlands). Specific lots with wetlands should show both gross <br />acreage and upland acreage. <br />
