t Metropolitan Council Building communities that work October 1, 2003 Jeff Smyser City Planner City of Lino Lakes 600 Town Center Parkway Lino Lakes, MN 55014 RE: Lino Lakes — Pheasant Hills Preserve 12th Addition Environmental Assessment Worksheet (EAW) Metropolitan Council District 11 (Georgeann Hilker, 651 -426 - 1750) Review File No. 19017 -1 Dear Mr. Smyser: Pheasant Hills Preserve 12th Addition proposes eight single family detached lots on 30.7 acres located north of Birch Street, east of Black Buck, and south of the Rice Creek Chain of Lakes Regional Park Reserve. The project includes one lot located at the end of Grouse Road with a proposed bridge from Grouse Road to an adjacent island. The remaining seven lots are proposed on the adjacent island. As noted in the environmental assessment worksheet (EAW), the majority of the 30.7 acres are wetlands. The entire proposed area consists of 8.9 acres of upland and 21.8 acres of wetland. The staff review finds the EAW is incomplete and inaccurate with respect to the Regional Recreation Open Space System based on the Council's Geographic Information Systems data received from Anoka County. The EAW raises concern with the boundary line regarding the Rice Creek Chain of Lakes Regional Park Reserve. Staff provides the following comments for your consideration: Item 8 Permits and Approvals Required Sanitary sewer service connection plans for the proposed project will need to be submitted to the Metropolitan Council Environmental Services, Municipal Services staff for review, comment, and issuance of a construction permit before connection can be made to either the municipal or metropolitan wastewater disposal system. Item 9 — Land Use The Council's GIS parcel layer for Anoka County shows (Figure 11) Outlot A parcel as a part of Rice Creek Chain of Lakes Regional Park Reserve. The property owner of Outlot A is listed as the County via the Parks Department. This discrepancy between the Council's information on the boundary line and Figures 11 and 12 in the EAW needs to be fully discussed in the Responsible Governmental Unit's `Response to Comments' document. If the proposed project is within the Rice Creek Chain of Lakes Regional Park Reserve, this would impact to the Regional Recreation Open Space System. The City's comprehensive plan guides most of the island for "Rural land use." It appears that less than one acre of the island is guided for "low density sewered residential." This proposed area is located in the quarter section on the western end of the island and includes the existing lots on the northern end of the peninsula across from the island.
