t Metropolitan Council <br />Building communities that work <br />October 1, 2003 <br />Jeff Smyser <br />City Planner <br />City of Lino Lakes <br />600 Town Center Parkway <br />Lino Lakes, MN 55014 <br />RE: Lino Lakes — Pheasant Hills Preserve 12th Addition Environmental Assessment Worksheet (EAW) <br />Metropolitan Council District 11 (Georgeann Hilker, 651 -426 - 1750) <br />Review File No. 19017 -1 <br />Dear Mr. Smyser: <br />Pheasant Hills Preserve 12th Addition proposes eight single family detached lots on 30.7 acres located north <br />of Birch Street, east of Black Buck, and south of the Rice Creek Chain of Lakes Regional Park Reserve. The <br />project includes one lot located at the end of Grouse Road with a proposed bridge from Grouse Road to an <br />adjacent island. The remaining seven lots are proposed on the adjacent island. As noted in the <br />environmental assessment worksheet (EAW), the majority of the 30.7 acres are wetlands. The entire <br />proposed area consists of 8.9 acres of upland and 21.8 acres of wetland. The staff review finds the EAW is <br />incomplete and inaccurate with respect to the Regional Recreation Open Space System based on the <br />Council's Geographic Information Systems data received from Anoka County. The EAW raises concern <br />with the boundary line regarding the Rice Creek Chain of Lakes Regional Park Reserve. Staff provides the <br />following comments for your consideration: <br />Item 8 Permits and Approvals Required <br />Sanitary sewer service connection plans for the proposed project will need to be submitted to the <br />Metropolitan Council Environmental Services, Municipal Services staff for review, comment, and issuance <br />of a construction permit before connection can be made to either the municipal or metropolitan wastewater <br />disposal system. <br />Item 9 — Land Use <br />The Council's GIS parcel layer for Anoka County shows (Figure 11) Outlot A parcel as a part of Rice Creek <br />Chain of Lakes Regional Park Reserve. The property owner of Outlot A is listed as the County via the Parks <br />Department. This discrepancy between the Council's information on the boundary line and Figures 11 and <br />12 in the EAW needs to be fully discussed in the Responsible Governmental Unit's `Response to Comments' <br />document. If the proposed project is within the Rice Creek Chain of Lakes Regional Park Reserve, this <br />would impact to the Regional Recreation Open Space System. <br />The City's comprehensive plan guides most of the island for "Rural land use." It appears that less than one <br />acre of the island is guided for "low density sewered residential." This proposed area is located in the quarter <br />section on the western end of the island and includes the existing lots on the northern end of the peninsula <br />across from the island.
