• <br />• <br />• <br />A conservation or drainage easement should be described for all surface -water <br />treatment areas as well as from the shoreland Impact Zone to Marshan Lake. <br />City control over all surface -water treatment features should be maintained. <br />Signage should be placed at the boundaries where the easement areas are <br />described. A Conservation Easement should be described for these areas. <br />Site Vegetation <br />The proposed site includes medium -tall grass non - native dominated grass land, <br />short grasses on upland soil, Saturated non - native dominated graminoid <br />vegetation, Native dominated temporarily flooded shrub land (See attachment 3). <br />The required tree inventory is included as Attachment 4. The inventory lists 80 <br />significant trees, 44 significant trees saved, 428 total trees on the site, and 313 <br />total trees saved on the site. Most of the deciduous trees are Boxelder and <br />Cottonwood. Evergreens are mostly Red Pine. <br />Rare and Unique Feature Search <br />Section 17 has a rare feature listed in the Minnesota DNR National Heritage <br />Database. It must be the responsibility of the developer to check with the <br />Minnesota Department of Natural Resources concerning any possible impacts to <br />this rare feature, and report back to the City on any findings. <br />There is an indication from the Lino Lakes Blandings Turtle Model that we have <br />activity and breeding on this site (See attachment 9). The absence or presence <br />of Blandings Turtle consideration should be verified with the Minnesota DNR. <br />This concern is independent of the identified rare feature in Section 17 by the <br />Minnesota Department of Natural Resources. Given that there is a potential for <br />breeding and activity on this site, the site should be designed to enable the <br />Blanding's Turtle activity and breeding on the site, or access to remaining habitat <br />immediately off the site. Low profile, surmountable curbing to allow turtles to <br />cross roads should be used. Open space in a buffered area of sand (Ponding <br />areas ?) would help to maintain a breeding site for this turtle. The ponding areas <br />should be planted with the City native seed mix with no incorporation of topsoil in <br />order to supply nesting habitat for turtles. <br />A wetland delineation report submitted is shown on Attachment 6.
