• <br />• <br />• <br />ENVIRONMENTAL BOARD MEETING OCTOBER 26, 2005 <br />Asleson stated the revised Landscape Plan was so recent it did not make it into the <br />packet. He added that originally it was agreed that they would plant one tree for <br />each tree lost, they have now agreed to three trees planted for every tree lost. <br />Grundhofer inquired about trash collection. Would the trees nearby be impacted <br />by the trucks. Mr. Bergoine indicated they had planned for a three sided <br />enclosure, and were planning to carefully plant and trim the nearby trees to ensure <br />survival. <br />Asleson stated the developers should consult with their hauler to ensure the <br />recycling and trash enclosure was adequate and easy to use. Mr. Bergoine <br />indicated they had already submitted their plan and had begun the dialogue. <br />Grundhofer asked if the lighting went beyond the property line. <br />Chair O'Dea reviewed the recommendations of the Board: <br />• No importing or exporting of soils without City approval. <br />• The Sheet Metal Federal Credit Union has agreed to replace three oak trees <br />that need to be removed from the proposed island. Replace them on a 3:1 <br />basis with trees of the City's choice and two inches or larger in diameter. <br />• Reduce perking to the minimum, if possible. <br />• Use pervious pavement, if possible. <br />• Identify snow removal of impervious surfaces. <br />Grundhofer made a motion to recommend approval with the above <br />recommendations from the Board and staff recommendations. Bauman seconded <br />the motion. Motion carried unanimously. <br />B. The Village No. 3/YMCA/Preliminary Site Plan Review <br />Asleson reviewed the background and analysis. He indicated he should have <br />included the recommendation of "No importing or exporting soils without City <br />approval." He noted it had been surveyed. Since the survey, the storm had taken <br />some additional trees down that should be noted and removed. <br />Chair O'Dea expressed concern about the number of parking spaces. Asleson <br />responded that the Board could recommend that they use pervious pavement <br />where possible. <br />Chair O'Dea inquired if more windows could be put in on the South and <br />Southeast side of the building because the view was so beautiful. Asleson said it <br />was a good recommendation, but they had been working on it for years, and were <br />firm in their plans in several areas. The City encouraged them to use recessed <br />areas, but they declined. <br />3 DRAFT MINUTES <br />
