• <br />• <br />• <br />ENVIRONMENTAL BOARD MEETING APRIL 26, 2006 <br />Ms. Grundhofer asked once they are scrapped what do you do with them use as <br />compost or dry out and burn. Mr. Husveth said they have composted it. You can <br />also use as top soil for lawns, there are lots of things you can do. <br />Ms. Grundhofer asked how much space Orchids need to survive. Mr. Husveth <br />said as much as you can give them. The Orchids will not directly be impacted. <br />He also said the grading is no where near the Orchids. <br />One thing to recognize is the Tubercled -Rein Orchids (Plantanthera (lava var. <br />herbiola) are endangered species and are protected by law. There are substantial <br />fines if these species are disturbed. <br />Ms. Grundhofer asked about the burns and if the homes are far enough away. Mr. <br />Asleson has been very successful with burnings. The idea is to restore while the <br />lots are going in and then it is just a matter of fuel management. They burns will <br />take place every 3 to 5 years. There will be a prescribed burning plan. <br />Ms. Brouillet asked who will be monitoring the builders. Mr. Barossa with MFI <br />said the Storm Water Pollution Prevention. Whoever's signature is on permit is <br />responsible. Things have been tightening up in the city. We are shutting projects <br />down if they do not understand the law. Mr. Barossa said that there is a <br />responsibility with the developer until the project is done. <br />Ms. Brouillet said that Integra did a great job of researching. I think it will be a <br />great preserve and anyone moving in would be advocates of preserving the area. <br />The Board requested that hay bails be added along with signs and double silt <br />fences so areas do not get disturbed. It was mentioned that the developer will be <br />living on the site. <br />Ms. O'Dea said that this is a wonderful development to come to the board. <br />Mr. Asleson's recommendations are to move forward the recommendations. <br />Mike Prevey lives across the pond from this development. He has a question <br />about the cattails, etc. He wanted to know if the city or developer would also be <br />cleaning up the other side of pond. It is a matter of working with adjacent <br />property owners. Mr. Husveth said an area around the pond is city property. <br />Ms. Grundhofer said that there should be a tax to help the environment. Maybe <br />we can work on a grant or something Mr. Asleson said. It was mentioned that a <br />call could be made to Rice Creek Watershed on that. <br />3 DRAFT MINUTES <br />
