ENVIRONMENTAL BOARD MEETING DECEMBER 20, 2006 <br />No action items. <br />6. DISCUSSION ITEMS <br />A. EAW <br />Jeff Smyser, City Planner, was present for the Nature's Refuge Review. Mr. <br />Smyser stated that the comment period for the Environmental Assessment <br />Worksheet ended Nov. 22. The EAW stands for Environmental Assessment <br />Worksheet. The City of Lino Lakes is required to respond to the comments. The <br />EAW will be presented to the city council on Jan. 8th. A decision on the EAW is <br />not an approval or denial of the project itself. The document addresses <br />environmental issues from an environmental standpoint. The document is an <br />approach to get issues on the table and go from there. <br />Ms. O'Dea asked if the neighbors would be notified of the January 8th, City <br />Council meeting. Mr. Smyser stated as of this time, no. The meeting is posted in <br />the City's legal newspaper, the Quad Press. He also stated we did send out <br />notices to neighbors regarding the EAW as to where they could get a free CD or <br />pay for hard copy of the document. We have received comments from a few of <br />the neighbors. Mr. Smyser stated he will check into a notification mailing to the <br />neighbors. <br />Ms. O'Dea stated the Board will go through the document page by page. <br />Page 4, Rare Species — The impact does not talk about what birds may be on site <br />stated Ms. Grundhofer. Mr. Asleson stated he did not know of a list of birds. Ms. <br />Grundhofer handed out her list of birds to be looked at. Mr. Husveth stated there <br />are no known state or federal birds that have been listed on the property. There <br />has been no formal survey conducted on the property regarding birds. Mr. <br />Husveth stated that if there were state or federal birds, he would have noted it in <br />the hundred of hours that were spent on the property. Ms. O'Dea asked if we <br />could add a sentence to state this. Mr. Husveth stated yes. Mr. Husveth stated it <br />does not mean there has never been or will never be any state of federal birds on <br />the property. At this time, the answer is no, none to our knowledge. Mr. Husveth <br />stated we can add to the EAW that there has not been an avian survey done as of <br />September. <br />Page 6, second paragraph - Mr. Bor questioned the impact to the school and the <br />HVAC systems infiltration. Ms. Bor stated that perhaps the school children could <br />be outside during the noon hour when development/construction would be less <br />likely. Mr. Bor added she would like an awareness of wind born particles. Mr. <br />Asleson stated that MPDES requirements have gone up as to wind born erosion. <br />There are things the city does to prevent air born particle counts. <br />2 DRAFT MINUTES <br />• <br />• <br />• <br />
